In order to further promote the reform of “decentralization, management and service” and optimize the business environment, the State Council has carried out the work of cleaning up unreasonable fines in administrative regulations and rules. After cleaning up, decided to cancel 29 fines in the fields of public security, transportation, and market supervision, and adjust 24 fines in the fields of transportation and market supervision.
The following penalties related to the freight industry will be canceled or reduced:
2. The fine for road freight operators who do not carry the road transport certificate with the vehicle in accordance with the regulations-cancellation
3. Penalties for enterprises or units transporting dangerous goods by road for not carrying the road transport certificate with the vehicle in accordance with the regulations-cancellation
4. For freight station operators, fines for minor behaviors in the stowage and release of over-limited and overloaded vehicles–reduce the amount of fines
5. Fines for foreign international road transport operators who fail to mark their nationality identification marks-reduce the amount of fines
6. Fines for operators who have obtained road general cargo transport business licenses to use vehicles without road transport licenses to participate in cargo transport behaviors——decrease the amount of fines
7. Fines for driving general cargo transport vehicles on roads without obtaining the corresponding qualification certificates – the amount of fines will be reduced
8. The fines for the transport vehicles of international road transport operators who do not mark the relevant signs and carry the relevant documents in accordance with the regulations-cancellation
9. Fines for failure to establish road transport vehicle technical files or files that do not comply with regulations, and failure to maintain vehicle maintenance records – cancel
