In accordance with the principles of "scientific and reasonable, effective connection, smooth transition, and standardized adjustment", the State Administration for Market Regulation publicly solicited opinions from the public three times in March 2019, November 2020, and January 2022. The original 27 kinds of health care functions were adjusted to 24 kinds, and three kinds of health care functions with low consensus and unclear health needs were deleted, such as "improving growth and development", "promoting lactation", and "improving skin oil content". The new version of the "Catalogue" is scientifically positioned and standardized. Claims of health care functions should be avoided from being confused with the therapeutic effects of medicines and diseases, so as to block the loopholes in which health care function claims are falsely advertised. For example: adjust the original "assisting blood pressure lowering" to "help maintain a healthy level of blood pressure". The statement of health function claims should be more scientific and rigorous, easy to understand, and can be scientifically recognized by consumers, avoiding absolute statements that are easy to be misled and misunderstood. For example: adjust the original "increase bone density" to "help improve bone density"; adjust "lose weight" to "help control body fat". At the same time, according to the existing functions and regulatory positioning, the health functions approved in different historical periods shall adopt the model of "mature and included in a batch". The functional catalog implements scientific and dynamic management. Reform the "nanny-style" functional management model, change the supporting functional evaluation method from a mandatory method to a recommended method, and encourage enterprises and multiple social subjects to put forward new functional suggestions and new functional evaluation methods.
