The plan proposes 15 specific measures for medical institutions above the second level in the country from 4 aspects of preoperative, intraoperative and postoperative risk management and continuous improvement of the system, including: taking scientific assessment as the starting point to strengthen preoperative risk Management: Strict intra-operative risk management on the basis of strengthening surgical inspection; Strengthen postoperative risk management with fine management as the guarantee; Realize continuous improvement of the system by means of optimization mechanism.
Relevant persons from the National Health and Health Commission introduced that strengthening surgical management is of great significance to ensuring the quality and safety of medical care and improving the people's sense of gain and security in seeking medical treatment. With the advancement of medical technology and the change of disease spectrum, the types and methods of surgery are constantly changing. Continuous monitoring shows that in recent years, the median number of surgeries and the number of surgeries performed by medical institutions in my country have increased rapidly, surgical methods have also been continuously improved, and the quality and safety of surgeries have been steadily improved. However, complications including surgical complications and anesthesia complications The incidence of negative events is on the rise in a few medical institutions, and scientific management needs to be further strengthened.
In recent years, the National Health and Health Commission has organized and formulated a series of system measures such as surgical graded management and surgical safety inspection, which have played an important role in ensuring the quality and safety of surgery. In May of this year, the National Health Commission and the State Administration of Traditional Chinese Medicine jointly issued the "Action Plan for Comprehensively Improving Medical Quality (2023-2025)", and the "Surgical Quality and Safety Improvement Action" was one of the five special actions set up.
