1. Why was the "Birth Defect Prevention and Control Capacity Improvement Plan (2023-2027)" formulated?
In 2018, the National Health Commission issued the "National Birth Defects Comprehensive Prevention and Control Program" (hereinafter referred to as the "Prevention Program"). Over the past five years, all localities have continuously increased efforts to prevent and control birth defects, actively implemented the requirements of the "Prevention and Prevention Program", and fully realized various work indicators.
"Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing Fertility Policies and Promoting Long-term Balanced Population Development" (hereinafter referred to as "Central Decision") regards comprehensive prevention and treatment of birth defects as an important content to improve the level of prenatal and postnatal care services, and "Outline of Chinese Women's Development (2021- 2030) and "China's Children's Development Program (2021-2030)" (hereinafter referred to as "two guidelines") continue to take the prevention and control of birth defects as one of the main goals, and put forward higher requirements for the prevention and treatment of birth defects. In order to further improve the prevention and treatment capabilities, promote the high-quality development of birth defect prevention and control work, effectively implement the "Central Decision" and the "two guidelines" goals and tasks, and better meet the needs of the public for healthy pregnancy, the "Birth Defect Prevention and Control Ability Improvement Plan (2023-2027 Year)” (hereinafter referred to as the “Upgrade Plan”).
2. What are the main contents of the "Promotion Plan"?
The Enhancement Plan consists of four parts. One is the overall requirements. Establish a more comprehensive birth defect prevention and control network covering urban and rural residents, covering all stages of pre-marriage, pre-pregnancy, pregnancy, newborns and children, and significantly improve the comprehensive prevention and control capabilities of birth defects. The third is key tasks. Through the six measures of improving the service network, strengthening personnel training, deepening prevention and treatment services, focusing on key diseases, improving quality management, and strengthening support and guarantee, we will promote the implementation of 18 tasks, make up for shortcomings, and promote the comprehensive improvement of prevention and control capabilities. 3. What specific measures will be taken to improve the ability to prevent and treat birth defects?
There are 6 measures in total.

Improve professional capabilities, strengthen the capacity building of medical imaging, testing and other professionals; strengthen the standardized training of medical genetic physicians, improve the level of birth defect consultation of clinicians; strengthen the training of professional and technical personnel for neonatal disease screening.
The third is to deepen prevention and control services. Increase knowledge popularization and health education, and increase the awareness rate of prevention and control knowledge among people of childbearing age. Strengthen the prevention and control of risk factors, strengthen pre-marital and pre-pregnancy health care, and reduce the risk of birth defects. Standardize prenatal screening and prenatal diagnosis, implement technical standards, norms and guidelines, and standardize the clinical application of new technologies. Promote newborn disease screening, and strengthen the recall, diagnosis, treatment, intervention and follow-up of positive cases. Promote the treatment of birth defects.
The fourth is to focus on key diseases. Strengthen the prevention and treatment of structural deformities such as congenital heart disease, strengthen the prevention and treatment of functional birth defects such as congenital hearing impairment, strengthen the prevention and treatment of chromosomal diseases such as Down syndrome, and strengthen the prevention and treatment of single-gene genetic diseases such as thalassemia.
The fifth is to improve quality management. Improve the quality management system for the prevention and treatment of birth defects with full coverage of institutions, covering the whole process of three-level prevention, clear responsibilities, division of labor and responsibility, and efficient operation, establish quality management systems such as ranking, notification, and information disclosure of birth defect prevention and treatment service quality monitoring and evaluation results, and strengthen medical records. The sixth is to strengthen support and guarantee. Use information technology to empower services, make good use of technologies such as artificial intelligence, big data, 5G, and telemedicine platforms such as "Mother and Child on the Cloud" to strengthen the monitoring of birth defects.
