In the past four years, 26 major engineering projects in Shanghai have declared to the customs that they need to import complete sets of equipment, involving a value of 8.11 billion US dollars. To this end, Shanghai Customs adopted a project-based management and centralized supervision model, and specially designated Xuhui Customs to undertake the commodity inspection of imported complete sets of equipment for relevant major engineering projects, comprehensively improved the efficiency of customs clearance of related materials and equipment, and ensured that major projects are not imported. link delay.
Pan Xiaoyi, deputy director of Xuhui Customs, introduced that in specific supervision, the customs will benchmark major projects, implement a project system, flat operation, and implement special supervision through risk assessment. Through the electronic information platform, make full use of information means such as online acceptance, merge project information registration and inspection and supervision links, reduce the burden on enterprises in the customs clearance process, and improve the efficiency of customs clearance in the whole process. Taking INVISTA's nylon "adiponitrile" project as an example, the arrival inspection of imported equipment originally required multiple inspection procedures such as unpacking inspection, installation and commissioning inspection, and trial production and operation inspection. Now the customs adopts a non-invasive parallel inspection method. It does not affect the construction progress of the entire project, and ensures the quality and safety of imported equipment.
In terms of quality inspection of imported complete sets of equipment, Shanghai Customs exempts the company from performing laboratory testing on the quality and safety compliance statement and third-party inspection results submitted by the enterprise, which greatly shortens the customs clearance time and allows imported equipment to be put into installation and commissioning as soon as possible.
As of the end of January, 90% of the 26 major engineering projects have successfully entered the late stage of installation and commissioning. At the beginning of January this year, Sinopec's high-performance elastomer project had just completed information registration. Just half a month later, the first batch of three grinding machines were successfully imported to Hong Kong on January 21.
In addition to serving the construction of major engineering projects in Shanghai, Shanghai Customs is also fully promoting the recovery and revitalization of the convention and exhibition industry.
