Guo Lanfeng, a member of the party group of the National Development and Reform Commission, said that the plan is a basic document to promote the development and construction of the cooperation zone, which can be summarized as: three major positionings, two phase goals, four layouts, four major tasks, and several safeguard measures.
Three major positionings, namely Shenzhen-Hong Kong Science and Technology Innovation and Open Cooperation Pioneer Zone, International Advanced Technology Innovation Rules Pilot Zone, Guangdong-Hong Kong-Macao Greater Bay Area Pilot Transformation Cluster. The two-stage goal is to take 2025 and 2035 as the time nodes, and propose goals in terms of scientific and technological innovation systems and mechanisms, and the flow of innovation elements. Layout in four aspects, that is, regional linkage pattern, spatial layout in the region, regional supervision layout, and major infrastructure layout. The four major tasks are to cooperate with Hong Kong to promote international scientific and technological innovation, build an internationally competitive industrial pilot transformation base, build an international scientific and technological innovation system and mechanism, and create a scientific and technological cooperation platform that gathers global wisdom. A number of safeguard measures, including comprehensively strengthening party leadership and party building, strengthening legal guarantees, improving cooperation mechanisms, and strengthening organization and implementation.
"The introduction of the plan is conducive to Shenzhen's innovative technology management mechanism, docking with international innovation rules, carrying out international collaborative innovation, and building a modern international innovative city; The comprehensive industrial chain in the triangle area is deeply connected, promoting the construction of Hong Kong as an international innovation and technology center, and boosting the planning and development of the northern metropolitan area of Hong Kong; it is conducive to enriching the practical connotation of "one country, two systems", supporting Hong Kong's integration into the overall development of the country, and promoting the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area , Build a world-class innovation platform and growth pole." In terms of promoting Shenzhen-Hong Kong scientific and technological cooperation, Lin Xin, a member of the party group and secretary-general of the Ministry of Science and Technology, introduced that the Ministry of Science and Technology will implement planning and deployment, increase support for cooperation zones in the overall layout of regional scientific and technological innovation, and focus on national needs. Give full play to the advantages of Hong Kong and Shenzhen, and support Shenzhen and Hong Kong to carry out in-depth cooperation in various aspects such as technology projects, talent training, business incubation, technology finance, and international technology transfer.
Chen Guoji, Chief Secretary for Administration of the Hong Kong Special Administrative Region Government, said that the Hong Kong Special Administrative Region Government will continue to actively cooperate with Shenzhen, give full play to the advantages of "one district, two parks" under the "one country, two systems" of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, and strive to try out the exclusive transnational Environmental policies to ensure the smooth flow of people, materials, data, etc. At the same time, let Hong Kong give full play to the advantages of being backed by the motherland and connecting the world, and help the construction of an international science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area.
The plan proposes to implement "first-line" and "second-line" sub-line management, and build a highly open special supervision system.
Sun Yuning, deputy director of the General Administration of Customs, said that the separate management is to effectively solve the problem of effective cross-border flow of scientific research personnel and scientific research materials, including means of transportation, between the two places in the cooperation zone. The Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is the fourth major cooperation platform deployed by the central government in the Guangdong-Hong Kong-Macao Greater Bay Area after Hengqin, Qianhai and Nansha.

Qin Weizhong, deputy secretary of the Shenzhen Municipal Party Committee and mayor, introduced that the next step is to connect with Hong Kong and international innovation rules, implement international advanced scientific research management mechanisms such as peer review system, project manager system, and fund contract system, and implement global scientific research management for major scientific and technological issues. Uncover the list, explore the implementation of "white list" filing management of scientific research institutions and enterprises, and speed up the construction of dedicated channels for international data. At the same time, it is necessary to accelerate the gathering of Hong Kong and the world's top scientific and technological innovation resources, and strive to build more than 20 high-level scientific research cooperation platforms between Shenzhen and Hong Kong by 2025, and more than 5 international industry and standard organizations.
