Expand the application of the national low-income population dynamic monitoring platform and improve the active detection mechanism for social assistance. Comprehensively implement temporary relief directly from the place where the emergency occurs to improve the effectiveness of temporary relief. The campaign to “relieve worries and warm people’s hearts” was carried out, and a total of 13.5742 million people in special need were visited in various places, and qualified people were promptly included in the assistance guarantee. As of the end of September, there were 39.952 million people receiving subsistence allowances in urban and rural areas across the country, and a total of 143.68 billion yuan in subsistence allowance funds had been spent. As of the end of September, there were 4.694 million people in extreme poverty across the country, and a total of 40.82 billion yuan in special poverty support funds had been spent. In the first three quarters, a total of temporary 4.818 million people were assisted, and a total of 6.40 billion yuan in temporary relief funds were spent.
Social affairs management. We continue to promote the "inter-provincial universal marriage" pilot program for marriage registration. The national average living subsidy standard is 154.2 yuan/person·month, and the average nursing subsidy standard is 124 yuan/person·month, a year-on-year increase of 5.8% and 3.8% respectively. 49 rehabilitation assistive device industrial parks have been built, and more than 400 rehabilitation assistive device community rental service physical stores have been established, benefiting 8.7 million disabled people. Promote the implementation of the "Jingkang Integration Action", and 28 provinces have issued implementation opinions to further improve the community rehabilitation service system for mental disorders and promote the return of patients with mental disorders to their families and integration into society. With the theme of "Technology empowerment builds great love, warm rescue keeps the original intention", the 11th national rescue management agency "6.19 Open Day" event and the national "Send Coolness in Summer" special rescue operation were launched. During the special rescue operation, 526,000 street patrols were dispatched across the country, 172,000 rescue vehicles were dispatched, 186,000 various heatstroke prevention and cooling items were distributed, and 31,000 temporary rescue points were set up to rescue homeless and beggars and other temporary situations. 282,000 people were trapped.
In terms of the development of elderly care services, various localities are encouraged to issue implementation plans for the construction of basic elderly care service systems, publish a list of basic elderly care services in the region, and accelerate the improvement of the design of the basic elderly care service system. Study and formulate the "Action Plan for Actively Developing Meal Assistance Services for the Elderly" and improve the policy system for elderly care services. Study and formulate the "Notice on Organizing and Carrying out Central Financial Support for Centralized Care Services for the Disabled Elderly People with Economic Difficulties", and explore the construction of a sustainable and scalable long-term care service model and guarantee mechanism for the elderly with economic difficulties and disability. We have carried out the "Better Home and Community Care for the Elderly" campaign and implemented 1.1 billion yuan of central government special lottery public welfare funds. As of the end of September, we have built more than 92,000 home care beds and provided home care services for more than 197,600 people. We have completed the goal of adapting the aging of homes for the elderly with special needs. 756,700 households were renovated. Old-age allowances for the elderly, elderly care service subsidies, and nursing subsidies benefit 34.346 million, 4.916 million, and 924,000 elderly people respectively.
In terms of child welfare protection, we organized and carried out the "precision management and refined services" quality improvement action for child welfare institutions and the pilot construction of the first batch of national child welfare institutions' high-quality development practice bases to enhance the management and service capabilities of child welfare institutions. Up to now, the average basic living security standard for orphans raised in centralized care and orphans scattered in society has reached 1885.4 yuan/person·month and 1439.9 yuan/person·month respectively.
