On June 6, 11 departments including the Ministry of Ecology and Environment jointly announced the "Announcement on the Environmental Risk Control Requirements for 5 Types of Persistent Organic Pollutants including Polychlorinated Naphthalene", which stipulated the restrictions on the control of 5 types of persistent organic pollutants. The specific matters will come into effect on June 6, 2023.
1. Production, use, import and export of hexachlorobutadiene, polychlorinated naphthalene, pentachlorophenol and their salts and esters are prohibited.
2. Production, use, import and export of decabromodiphenyl ether are prohibited (except for the following uses).
(1) Textile products (excluding clothing and toys) that need to be flame retardant;
(2) Additives for plastic shells and components used for household heating appliances, irons, fans, and immersion heaters, which contain or directly contact electrical parts, or need to comply with flame retardant standards, and the density of the parts is lower than that by weight 10%;
(3) Polyurethane foam for building insulation;
The exemption period for the above three types of purposes will end on December 31, 2023.
Third, the production, use, import and export of short-chain chlorinated paraffins are prohibited (except for the following uses).
(1) Additives used in the production of conveyor belts in the natural and synthetic rubber industries;
(2) Spare parts for rubber conveyor belts used in mining and forestry;
(3) Leather industry, especially fatliquoring leather;
(4) Lubricating oil additives, especially for engines of automobiles, generators and wind energy facilities, as well as oil and gas exploration drilling and refineries for producing diesel;
(5) Outdoor decorative lamps;
(6) Waterproof and oil-resistant paint;
(7) Adhesives;
(8) Metal processing;
(9) The second plasticizer of flexible polyvinyl chloride (but not used for processing in toys and children's products);
The exemption period for the above nine types of purposes will end on December 31, 2023.
The announcement requires that enterprises, institutions, and other producers and operators that emit hexachlorobutadiene and polychlorinated naphthalene should take effective measures to effectively reduce emissions or eliminate emission sources. Encourage the development and application of alternative technologies to prevent the formation and discharge of HCBD and PCN.
According to the announcement, unless otherwise specified, chemical substances used in laboratory-scale research or used as reference standards, chemical substances present as unintentional trace pollutants in products and articles, do not apply to relevant prohibitions or restrictions Production, use, import and export requirements.
It is reported that on December 30, 2023, the 38th meeting of the Standing Committee of the Thirteenth National People's Congress reviewed and approved the "Stockholm Convention on Persistent Organic Pollutants" to include polychlorinated naphthalenes and other three Types of Persistent Organic Pollutants Amendment" and "Stockholm Convention on Persistent Organic Pollutants" to list short-chain chlorinated paraffins and other three types of persistent organic pollutants Amendment", from June 6, 2023 to my country take effect. The "Amendment" has phased out or restricted 5 types of persistent organic pollutants including hexachlorobutadiene, polychlorinated naphthalene, pentachlorophenol and its salts and esters, decabromodiphenyl ether and short-chain chlorinated paraffins. Regulation.
