In recent years, the hazardous chemicals industry has accelerated its transfer to the central, western and northeastern regions. It is expected that a large number of projects will be put into production this year. In response to this situation, the Ministry of Emergency Management has carried out a one-year special rectification in the 21 provinces that have undertaken transfer projects to ensure safety.

Sun Guangyu, director of the Department of Hazardous Chemical Safety Supervision and Management of the Ministry of Emergency Management, said that the special rectification will focus on three aspects. The first is to control the increase, promote the formulation of overall plans, industrial development plans and project access conditions for undertaking chemical parks, accelerate the establishment and improvement of the project access management system, and strictly control the incremental access threshold. The second is to manage the stock, deploy provincial-level overall planning, implement safety design and diagnosis of existing projects in the undertaking area, survive the fittest, and comprehensively improve the intrinsic safety level. The third is to upgrade the park to ensure that all chemical parks reach a general or low safety risk level before the end of this year.
It is reported that in recent years, the transfer of hazardous chemical projects from eastern coastal areas such as Jiangsu and Zhejiang to the central, western and northeastern regions has been accelerated, especially after the "3.21" accident in Xiangshui, Jiangsu, the transfer process has been further accelerated. At the same time, accidents in areas receiving industrial transfers are on the rise.
Sun Guangyu said that the Ministry of Emergency Management has carried out a special survey on the safety risks of industrial transfer of hazardous chemicals. The survey found that among the main provinces that have undertaken transfer projects in the central, western and northeastern regions, 632 new transfer projects have been added since 2019. Among the transfer projects, high-risk processes account for a large proportion, and some projects have low intrinsic safety levels. According to the two to three-year construction period of hazardous chemical projects, more than 470 projects are expected to be put into production this year. If risk management and control are not in place, it is likely to enter a period of frequent accidents.
"Currently, the Ministry of Emergency Management has screened and identified 50 key counties (parks) to focus on tackling key problems, and the demonstration will drive other areas to carry out comprehensive and in-depth advancement to ensure high-quality completion of special rectification tasks."
