According to the joint discussion between the Provincial Ecological Environment Emergency and Heavy Pollution Weather Early Warning Center and the China Environmental Monitoring Station and the Provincial Meteorological Disaster Prevention and Environmental Meteorological Center, starting from October 27, the diffusion conditions in our city have deteriorated and pollution has continued to accumulate. Moderate and above pollution processes will occur. After research and decision, on the premise of ensuring safety, the city will launch a Level II emergency response to heavy pollution weather from 12:00 on October 27, 2023. The specific lifting time will be notified separately. The relevant matters are now notified as follows:
1. Public protection measures
1. Children, the elderly and patients with respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases should stay indoors as much as possible, avoid outdoor activities, and minimize the time for windows to be opened for ventilation. Medical and health institutions should strengthen medical guidance and diagnosis and treatment guarantees for patients with respiratory diseases.
2. The general population reduces or avoids outdoor activities; personnel working outdoors, on duty, doing operations, and activities can take necessary protective measures such as wearing masks and shortening outdoor working hours.
3. The education authorities of each county (city, district) instruct primary and secondary schools and kindergartens to adopt flexible teaching and stop outdoor course activities. Stop holding large-scale mass outdoor events.
2. Initiative pollution reduction measures
1. Encourage the public to travel green, and try to travel by public transportation or electric vehicles; stop the vehicle in time and reduce the idling time of the vehicle; consciously stop driving national IV and below fuel-powered motor vehicles.
2. Promote green consumption by the public and try to reduce the use of products containing volatile organic compounds, odors, and oil fumes.
3. Encourage enterprises and institutions to adopt flexible work systems such as adjusted days off, staggered commuting, and telecommuting based on the actual conditions of heavy pollution weather.
3. Production control measures
(1) Industrial sources
Industrial enterprises strictly follow the "Tangshan City 2022-2023 Heavy Pollution Weather Emergency Emission Reduction Industrial Source List" Level II (orange) emergency response emission reduction measures are in place (those with suspended performance levels will be implemented at the lower level; this year Enterprises that have not yet adjusted their emission reduction measures in the emergency emission reduction list will be implemented according to the new level; newly put into production equipment that has not participated in the current level rating will be implemented according to the original level).
(2) Mobile source
1. Stop using non-road mobile machinery of National Grade II and below in construction sites, industrial enterprise factories and industrial parks (except for clean energy and emergency maintenance machinery).
2. Mines (including coal mines), coal washing plants, ports, logistics (except people's livelihood security) and other units involved in the transportation of bulk raw materials and products shall stop using National IV and below heavy-duty trucks (including gas) for transportation (special Vehicles and hazardous chemicals vehicles are excluded).
3. Large trucks (including "non-guaranteed vehicles" with passes), tricycles, low-speed trucks, and Tractors are allowed to pass, and construction waste and slag transport vehicles, as well as sand and gravel transport vehicles, are prohibited from driving on the road.
(3) Non-point sources
1. Open-air operations are prohibited in mines, sand and gravel factories, slate factories, stone factories, etc.
2. Except for emergency rescue and key projects included in the "white list" of ecological environment supervision, all types of construction sites will stop earthwork operations, and cover, sprinkle water, spray, and spray dust reduction operations to ensure that there is no dust. .
3. It is prohibited to set off fireworks and firecrackers in the entire area and at all times.
4. Work requirements
1. All county (city, district) governments and development zone (management zone) management committees must strictly comply with the requirements of the "Tangshan City 2022-2023 Heavy Pollution Weather Emergency Emission Reduction Industrial Source List" and fully utilize enterprise online , video surveillance, access control systems, drones and other means to strengthen supervision and inspection to ensure that all control requirements are implemented.
2. The performance evaluation is that A-level enterprises independently adopt emergency emission reduction measures; enterprises included in the "white list" of ecological environment supervision are not restricted in production, enterprises are encouraged to independently reduce emissions, and resolutely prevent "one size fits all".
3. Each county (city, district) government and development zone (management zone) management committee must organize personnel to conduct inspections according to the requirements of A-level and leading enterprise performance rating standards to ensure that pollutants are discharged up to standard, the proportion of clean transportation, etc. Meet standard requirements.
4. Relevant municipal departments should form an inspection team to conduct comprehensive inspections of the implementation of emergency response measures in the city, and immediately supervise and rectify any problems found. Departments at all levels must investigate and deal with any failure to implement emergency response measures as required in accordance with the "Several Provisions on the Prevention and Control of Air Pollution in Tangshan City".
5.
