What are the next steps for the Ministry of Commerce to consider in promoting the development of foreign trade, especially in terms of expanding the import of high-quality consumer goods, advanced technology, important equipment and key parts and components? ? Vice Minister of Commerce Sheng Qiuping said that since the beginning of this year, the Chinese government has issued a series of policy measures such as the "Opinions on Promoting the Stable Scale and Optimized Structure of Foreign Trade". With the joint efforts of all parties, China's foreign trade has demonstrated strong development resilience and innovative vitality. In the next step, the Ministry of Commerce will work with relevant departments to take multiple measures to promote the import of global high-quality products, focusing on the following tasks:
First, continue to increase policy support. Ensure the stable operation of all aspects of bulk commodity imports and increase the import supply of energy resource products and agricultural products. The Ministry of Commerce will work with relevant departments to revise the Catalog of Encouraged Imported Technologies and Products to support enterprises in expanding the import of advanced technologies, important equipment and key parts and components, and promote the adjustment, optimization and upgrading of industrial structure.
The second is to continuously release import potential. This year, my country has implemented provisional import tariffs on 1,020 commodities (excluding tariff quota commodities); according to the free trade agreements and preferential trade arrangements that have been signed and come into effect, some products under 19 agreements originating in 29 countries or regions Agreement tax rates will be implemented on imported goods to further reduce tax rates. Give full play to the positive role of cross-border e-commerce retail imports and continue to unleash the potential of consumer goods imports.
The third is to continuously promote innovative demonstrations. There are currently 43 import trade promotion innovation demonstration zones across the country. We will guide various localities to actively carry out policy innovation based on their local characteristics and advantages, build a number of consumer goods import platforms and bulk commodity trading centers, promote the deep integration of import trade with industry and consumption, and form a new situation nationwide in which import promotes innovation. Stimulate the momentum and potential of import development.
The fourth is to continue to deepen the construction of an international consumption center city. In recent years, we have worked with relevant departments to accelerate the development of Shanghai, Beijing, Guangzhou, Tianjin, and Chongqing into international consumption center cities, in-depth development of the construction of Hainan as an international tourism and consumption center, to extensively gather high-quality consumer resources from around the world, and to expand the import of high-quality consumer goods. We will strengthen policy innovation and institutional innovation, expand the import of high-quality goods and services, optimize the distribution channels of imported goods, and better meet the people's quality life needs with higher-quality consumer supply.
Fifth, continue to promote exchanges at conferences. Give full play to the role of major exhibition trade platforms such as the China International Import Expo, amplify the spillover effects of various exhibitions, promote more high-quality goods, technologies and services to enter China, promote exchanges and docking between enterprises, and allow more enterprises to share opportunities in the Chinese market.
Sheng Qiuping emphasized that as the world's first national-level exhibition with the theme of import, the CIIE has become an international platform that promotes the connection between China and the world market, the integration of industries, the mutual promotion of creativity, and the mutual learning of rules. We will continue to play the role of the CIIE as an important trade platform, promote more global high-quality goods, technologies and services to enter the Chinese market, promote the high-quality development of trade, and allow more companies to share opportunities in the Chinese market.
