The "Opinions" emphasize that we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to people's supremacy and life first, innovate safety supervision methods and methods, establish and improve work safety reporting mechanisms, and encourage reporting of major accident hazards and safety production illegal activities, promote social governance of production safety, promote the implementation of safety production responsibilities, prevent and reduce accidents, and ensure high-quality development with high-level safety.
The "Opinions" propose that we should promote the establishment of a sound, efficient and smooth production safety reporting channel, deepen informatization empowerment, and comprehensively build an "Internet + reporting" model; standardize the reporting handling work process in accordance with the law, and establish a vertical national, provincial, municipal, and county-level four-level A work system that connects and links all departments horizontally; give full play to the demonstration and driving role of reporting rewards, increase the enthusiasm of the public and employees of production and operation units to participate in reporting work, and create a good environment for social co-governance.
The "Opinions" clearly require emergency management departments at all levels to unblock production safety reporting channels, improve reporting reception and transfer mechanisms, and organize verifications in accordance with laws and regulations after accepting reports. The "Opinions" further clarifies the scope of reporting acceptance by emergency management departments, standardizes the acceptance and verification process, determines the review mechanism for reporting conclusions, provides relief channels for whistleblowers with objections, emphasizes the notification of replies in each link, and strengthens communication with whistleblowers. Interaction, etc., and also requires the implementation of heavy rewards for meritorious personnel who report major safety risks, major accident hazards or report safety production violations. The "Opinions" also make provisions for protecting the information security of whistleblowers and protecting the legitimate rights and interests of production and business units and employees.
