In the first half of the year, my country's petrochemical and chemical industry (excluding oil and natural gas extraction industry) operated smoothly. The Ministry of Industry and Information Technology recently held a symposium on the operation analysis of the petrochemical and chemical industry in the first half of 2023 in Beijing. Wang Jiangping, a member of the party group and deputy minister of the Ministry of Industry and Information Technology, attended the meeting and delivered a speech.
The meeting requested that government-enterprise coordination should be strengthened to achieve "four strengthenings" to ensure the stable operation of the petrochemical and chemical industry. The first is to strengthen monitoring and early warning, improve the "red, yellow and blue" early warning mechanism, coordinate and solve difficult and blocking problems in a timely manner, and ensure the safety and stability of the industrial chain and supply chain. The second is to strengthen guarantee services, promote the implementation of existing policies, research and reserve more effective policies, and enhance the sense of gain for industries and enterprises. The third is to strengthen effective investment, accelerate the construction of major petrochemical projects and the comprehensive technical transformation of old equipment, and form physical workload and development benefits as soon as possible. The fourth is to strengthen publicity and guidance, strengthen positive publicity, tell good industry stories, strengthen negative warnings, strengthen industry self-discipline, and continuously improve industry development confidence and social image.
Since 2023, the overall operation of my country's petrochemical and chemical industry has been stable, with year-on-year increases in profitability and investment, and continuous enhancement of innovation vitality. At the same time, my country's petrochemical and chemical industry is facing challenges such as industry development differentiation, "triple pressure" highlighting, and severe production safety situation. The meeting emphasized that it is necessary to thoroughly implement the "14th Five-Year Plan" to promote the high-quality development of the petrochemical and chemical industry, pay close attention to key issues in the development of the industry, and achieve "five emphasis": focus on innovative development, focus on major national strategic needs, strengthen cutting-edge technologies and Underlying technology research, promoting the transformation of innovation from "following" to "leading"; focusing on intrinsic safety; focusing on green and low-carbon; focusing on digital transformation; focusing on talent training.
