The development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps:

In order to implement the relevant arrangements of the State Council's "Carbon Peaking Action Plan before 2030" (Guofa [2021] No. 23), 100 typical representative cities and parks were selected nationwide to carry out carbon peaking pilot construction and explore different resources. The path to carbon peaking in cities and parks based on endowment and development provides operable, replicable, and scalable experience and practices for the whole country. The National Carbon Peaking Pilot Construction Plan is now issued to you. Please organize and implement it carefully.
