The capacity building of key clinical specialties refers to meeting the clinical needs of major diseases, strengthening the construction of clinical specialties, and promoting the improvement of diagnosis and treatment capabilities and levels through the development of specialties. According to data from the National Health Commission: In the past 10 years, the central and local governments have jointly invested more than 32 billion yuan to support the construction of key clinical specialties at the national, provincial, city and county levels. Among them, there are more than 2,200 national key clinical specialty construction projects.
In the past 10 years, my country has promoted the construction of key clinical specialties in accordance with the construction idea of "focusing on key points, making up for shortcomings, and strengthening and weak areas", driving the improvement of regional medical standards. Taking the service supply capacity as an example, the number of open beds in related specialties with inpatient services in the construction projects increased by 46%, the annual outpatient visits increased by 63%, the annual inpatient visits increased by 69.68%, and the annual surgical visits increased by 89.88%.
The national key clinical specialty construction projects are properly tilted towards non-provincial capital cities to make the distribution of medical resources more balanced. Platform specialties such as anesthesia, intensive care medicine, and pathology, as well as weak specialties such as pediatrics, emergency medicine, and psychiatry, have been significantly strengthened.
Significant breakthroughs have been achieved in key technical fields. Construction projects have carried out more than 310,000 new technologies and projects, and applied for nearly 190,000 patents.
The structure of the specialist talent team has been continuously optimized. Compared with 2012, the number of specialist doctors related to construction projects has increased by 54.5%, the number of nurses has increased by 53.3%, and the number of other health professional and technical personnel has increased by 51.8%.
According to the plan, during the "14th Five-Year Plan" period, at the national level, all provinces will be supported to build no less than 750 national key clinical specialties construction projects, and relevant specialties will be supported in key areas such as regenerative medicine, brain science, artificial intelligence, and biomedicine. Innovate in the field of technology and promote relevant professional capabilities to enter the forefront of the world. At the provincial level, 31 provinces have accumulatively supported no less than 5,000 provincial key clinical specialty construction projects. At the city (county) level, 31 provinces have accumulatively supported at least 10,000 prefecture-level and county-level clinical specialist capacity building projects.
