The meeting pointed out that the intensity of this round of heavy rain is extremely high, and the risk of disasters is extremely high. In addition, the rivers in the northern region have poor flood discharge capacity and weak defense capabilities, and the flood control situation is extremely severe and complicated.
The meeting requested that the key directions and important parts of defense should be refined, and the monitoring and early warning of local short-duration extreme rainstorms and floods, mountain torrents, landslides, and debris flow disasters should be strengthened. Prevention and response must be more proactive. In view of the characteristics of heavy rainstorms, fierce floods, and flood peaks that are easy to overlap in the Haihe River Basin, strengthen the unified dispatch of river flood defenses, make preparations for flood storage and detention in different areas, and strengthen remote mountainous areas, urban-rural junctions, tourist attractions, Industrial and mining enterprises, construction sites and other hidden dangers of mountain torrents and geological disasters are inspected and defended, and measures to prevent floods in reservoirs are implemented to ensure safe flood season.
It is understood that five working groups dispatched by the National Defense Headquarters are assisting and guiding the prevention and response work in key areas in the north.
