According to the forecast of the meteorological department, from July 13 to 15, there will be strong rainfall in northeast Inner Mongolia, southwestern Heilongjiang, and northwestern Jilin. Strong convective weather such as heavy rainfall, hail, thunderstorms and strong winds from time to time.
On the 13th, the State Defense General Office organized two joint meetings in a row, analyzed and judged the rain and flood situation with the Ministry of Natural Resources, the Ministry of Water Resources, and the China Meteorological Administration, and dispatched point-to-point dispatches to key provinces such as Inner Mongolia, Jilin, Heilongjiang, Shandong, Henan, and Sichuan. According to the "National Flood Control and Drought Relief Emergency Plan" and relevant regulations, the National Defense Headquarters launched a four-level flood control emergency response for Inner Mongolia, Jilin, and Heilongjiang provinces (autonomous regions) at 20:00 on the 13th.
Currently, the national flood control level four emergency response has covered 7 provinces (autonomous regions) including Inner Mongolia, Jilin, Heilongjiang, Jiangsu, Shandong, Sichuan, and Gansu, and an additional working group has been sent to Heilongjiang to guide flood control and disaster relief work.
The meeting emphasized that the current round of heavy rainfall in the Northeast region highly overlaps with the previous rainfall areas, and flood control risks continue to overlap. In particular, the border areas of Inner Mongolia, Jilin, and Heilongjiang are areas of heavy rainfall, which must be highly valued and must not be ignored. All localities should focus on compacting grassroots flood control responsibilities, transmit the pressure layer by layer to the "last meter" of disaster prevention, closely monitor the development of rainwater conditions, conduct rolling consultations, analyze and judge, strengthen grassroots inspections and duty, pre-arrange emergency rescue forces in advance, and focus on prevention In response to dangerous disasters during heavy rainfall at night, we will effectively strengthen weak links such as mountain torrents and geological disasters, floods in small and medium rivers, severe waterlogging in urban and rural areas, and small and medium reservoirs, and resolutely transfer people in dangerous areas in advance to ensure the safety of people's lives and property.
