China's market regulatory authorities have issued new regulations to further strengthen the safety of "rations" for infants and young children. The new regulations stipulate that the labels and instructions of infant formula milk powder products shall not contain vague words such as "imported milk source", "from foreign pastures", "ecological pasture", "imported raw materials", "original ecological milk source" and "non-polluting milk source". information.
On the 10th, China's State Administration for Market Regulation held a special press conference on policy interpretation of the "Administrative Measures for Product Formula Registration of Infant Formula Milk Powder" (hereinafter referred to as the "Measures") in Beijing. Zhou Shiping, director of the Special Food Safety Supervision and Management Department of the State Administration for Market Regulation, introduced at the meeting that the "Measures" are a new revision of the version published in 2016.
According to Zhou Shiping, since the implementation of the "Measures" on October 1, 2016, the annual pass rate of infant formula milk powder has exceeded 99%, the product quality has improved significantly, and the milk powder industry has developed in a standardized manner; the market share of domestic brands It is increasing year by year. In 2020, the sales of domestic brands of infant formula milk powder will account for about 60%, and consumer confidence has been significantly boosted. However, there are still some problems that need to be solved urgently. The purpose of this "Measures" is to continuously improve the quality of infant formula milk powder by strengthening registration management.
It is understood that the "Measures" further standardize labeling and protection of consumer rights and interests, and clarify that if the product name contains the words "animal source", its milk protein sources such as raw milk, milk powder, and whey powder should all come from this species; Content that is false, exaggerated, violates scientific principles, or is absolute.
The "Measures" also emphasize that the labels and instructions of infant formula milk powder products must not contain "imported milk sources", "from foreign pastures", "ecological pastures", "imported raw materials", "original ecological milk sources", "pollution-free "Milk source" and other vague information; images of babies and women, "human milk" and "breast milk" or similar terms shall not be used.
Li Liangqiu, executive vice president of the China Nutrition and Health Food Association, believes that the "Measures" have positive significance for the development of the industry. The revision of the "Measures" combines industry concerns during the implementation process to further clarify and standardize relevant requirements, which will help enterprises invest in R&D and innovation, assume the main responsibility, and update and replace more abundant products.
It is reported that the "Measures" will come into effect on October 1 this year, and the "Administrative Measures for the Registration of Infant Formula Milk Powder Product Formulas" originally announced in 2016 will be abolished at the same time.
