The scope of this cleanup covers the current effective regulations, normative documents and other policy measures related to the economic activities of business entities formulated by various departments of the State Council and local people's governments at and above the county level and their subordinate departments before December 31, 2022 , focusing on clearing up regulations and practices that hinder market entry and exit, hinder the free flow of commodities and factors, affect production and operation costs, and affect production and operation behaviors, which hinder the construction of a unified national market and fair competition. The clean-up work shall follow the principles of "who drafts, who cleans up", "whoever implements, who cleans up" and hierarchical cleaning.
