1. "Ten musts" for water prevention and control
1. It is necessary to strictly implement the main responsibility of coal mine enterprises for water prevention and control, and establish and improve the responsibility system for water prevention and control. The person in charge, the chief engineer (technical person in charge) is responsible for the technical management of water prevention and control.
2. It must be equipped with professional and technical personnel for water prevention and control, special water exploration and release teams, special water exploration and release equipment that meet the work needs, and reserve water disaster emergency rescue and disaster relief materials.
3. We must adhere to the basic principles of "prediction and forecasting, detection in case of doubt, exploration before excavation, treatment before mining", and according to the hydrogeological conditions of the mine, adopt "exploration, prevention, blockage, dredging, drainage, interception, Supervision" and other preventive measures.
4. It is necessary to formulate emergency plans for "three preventions" during the rainy season, establish early warning and prevention mechanisms for disastrous weather, and do a good job in the investigation and management of hidden dangers in coal mine flood control.
5. It is necessary to compile geological reports related to water prevention and control work, establish and improve the basic ledger of water prevention and control, compile hydrogeological illustrations, prepare long-term and annual plans for mine water prevention and control, correctly classify mine hydrogeological types, and scientifically delineate mine water prevention and control. The "three areas" (recoverable area, buffer zone, and prohibited area) ensure that the basic data are true and reliable.
6. A water hazard monitoring and early warning system must be installed to realize water hazard prevention and control perception data networking and online monitoring of water hazard risks, and provide real-time early warning of abnormal conditions such as mine water inflow, drilling water level, and mine rainfall.
7. The water exploration and release work must be carried out in accordance with the regulations, and the requirements of the "two explorations" (geophysical exploration and drilling) ahead of the mining face must be implemented. Do a good job in the management of the "three lines" (warning line, water detection line, and water accumulation line) of old empty water, and follow the four-step working procedure of "checking, checking, clearing, and checking".
8. It is necessary to find out the hydrogeological conditions of the mine, the mining face and the surrounding areas, carry out the management of hidden dangers of water hazards in advance, and promote the general investigation and management of hidden disaster-causing factors in mines in a normalized and institutionalized manner.
9. It is necessary to establish and implement a system for timely reporting of major changes in water conditions and timely shutdown of production and evacuation of personnel in emergencies such as sudden (seepage, collapse) water signs, and empower relevant personnel to suspend production and evacuate personnel in emergency situations.
10. Mine, horizontal and mining area drainage systems that meet the specified requirements must be constructed, and the effective drainage capacity of the drainage system during the mining work is not less than twice the expected maximum water inflow.

2. It is strictly forbidden to change the design of anti-water-proof coal (rock) pillars or carry out mining activities in various anti-water-proof coal (rock) pillars.
3. It is strictly forbidden to carry out the third-phase project before the permanent drainage system of the mine is completed, or to develop and excavate the extension level of the production mine without the completion of the waterproof and drainage system.
4. It is strictly forbidden to mine beyond the boundary of the super layer.
5. It is strictly forbidden to carry out excavation activities beyond the allowable excavation distance for water exploration.
6. It is strictly forbidden to arrange personnel to work in the well under extreme weather conditions such as heavy rain and flood.
7. It is strictly forbidden to use non-specialized drilling rigs to explore and release water.
8. It is strictly forbidden to carry out mining activities in coal seams where the floor water inrush coefficient is greater than 0.1Mpa/m and no regional treatment has been carried out.
9. It is strictly forbidden to use top-coal caving mining for coal seams that are threatened by surface water, old empty water, burnt rock water, strong aquifer, abscisive water, etc.
