The main person in charge and safety management personnel of the enterprise must establish the awareness of dynamic clearing of major accident hazards, and establish a normalized investigation mechanism for major accident hazards in accordance with relevant laws and regulations and in light of the actual situation of the enterprise. It is necessary to carry out "bottom-up" investigations in real time, grassroots front-line employees must conduct dynamic and real-time investigations of hidden dangers, and encourage enterprises to reward employees who discover and report major accident hazards in a timely manner.
In terms of implementing the rectification requirements for the traceability of major accident hazards, the notice requires that for various major accident hazards discovered during the inspection, the enterprise should find out the reasons for the management system and implementation, and draw inferences from one instance to ensure that similar hazards will not reappear. For hidden dangers that can be rectified immediately, the enterprise must immediately correct them. For hidden dangers that are difficult to rectify immediately, a rectification plan must be formulated in accordance with the requirements of the "five implementations", and a major accident hidden danger traceability rectification report should be formed. The hidden dangers of major accidents assigned by the regulatory department should be rectified within the prescribed time limit. After the traceability and rectification report is signed and confirmed by the main person in charge of the enterprise, an application for acceptance and cancellation of the number should be submitted to the local regulatory department. Enterprises ordered by the Ministry of Emergency Management to suspend production for rectification shall resume production only after passing the acceptance inspection organized by the Provincial Emergency Management Department; for enterprises ordered to suspend production for rectification by the Provincial Emergency Management Department, the city-level emergency management department where the enterprise is located shall organize acceptance and report to the Provincial Emergency Management Department for approval Production can be resumed later. If the acceptance is unqualified or the rectification is not completed within the time limit, the enterprise shall make a written explanation to the assigning department, and the relevant rectification tasks will continue to be charged until the account is cancelled.
The notice emphasized the need to strictly enforce the law and inspect it. Emergency management departments should take the investigation of major accident hazards in enterprises as the key content of law enforcement inspections and expert guidance services, so that they must be inspected every time they are inspected. For the major hidden dangers detected by the enterprise itself, if the rectification measures have been implemented, the supervisory department will not impose penalties when enforcing the law. For major hidden dangers of accidents not detected by enterprises, the supervision department must take measures to deal with them in accordance with the law. Inspections must not be used as a substitute for law enforcement and rectification instead of punishment. Those who fail to deal with major hidden dangers of major accidents discovered during inspections in accordance with the law will be handed over to the discipline inspection and supervision agencies for investigation.
