In addition, the second review of the draft makes provisions on strengthening the construction of a marine environmental supervision and management system that coordinates land and sea, and improving the management of pollutant discharge permits and the acceptance system for environmental protection facilities. At the same time, the second draft of the draft strengthens the management and control of ecological protection red lines and natural coastlines, and improves the ecological protection compensation system.
