It was learned from the Ministry of Finance on the 14th that the Ministry of Finance and the Ministry of Industry and Information Technology issued a notice a few days ago stating that from 2023 to 2025, the two departments plan to organize and carry out pilot projects for the digital transformation of small and medium-sized enterprises in three batches. In 2023, about 30 cities will be selected to carry out the pilot work, and the scope of the pilot will be further expanded in the following years according to the implementation situation.
The notice made it clear that cities should be used as targets to support SMEs in carrying out digital transformation, give full play to the advantages of local governments who are familiar with the industry and close to enterprises, and flexibly adopt various methods to support the digital transformation of SMEs. Strengthen the dominant position of enterprises in the digital transformation work, stimulate the enthusiasm and creativity of enterprises, give play to the leading role of digital innovation, and promote the significant improvement of the core competitiveness of enterprises.
According to the notice, the pilot cities should be prefecture-level cities and above. The central finance will give fixed rewards to the pilot cities. The pilot period for each city is two years.
The notice stated that pilot cities are encouraged to try first, explore effective models to support the digital transformation of small and medium-sized enterprises, form reproducible and scalable experience, and demonstrate and promote them step by step according to local conditions, so as to realize "testing a batch and driving a group", and zooming in Scale effect, enhance policy effectiveness.
