A few days ago, the Ministry of Agriculture and Rural Affairs issued a notice to deploy and implement the voluntary fishing moratorium measures on the high seas in 2023. During the voluntary fishing moratorium, all ocean-going fishing vessels (excluding tuna longline fishing and tuna seine fishing vessels) such as squid fishing, trawling, purse seining, laying nets, and covering nets in my country will stop fishing in the moratorium.

It is understood that this year, my country will continue to implement voluntary fishing moratorium measures on the high seas in parts of the Southwest Atlantic Ocean, North Indian Ocean, and Eastern Pacific Ocean. In my country's distant water fishery operating sea areas, all high seas areas (or fish species) that are currently not managed by international regional fishery organizations have been included in the scope of voluntary fishing moratoriums.
According to the requirements of the notice, the time and sea area for implementing the independent fishing moratorium on the high seas this year are: July 1 to September 30, between 32 degrees south latitude and 44 degrees south latitude, and between 48 degrees west longitude and 60 degrees west longitude The high seas of the Southwest Atlantic Ocean, the high seas of the North Indian Ocean between the equator and 22 degrees north latitude, 55 degrees east longitude and 70 degrees east longitude (excluding the areas under the jurisdiction of the South Indian Ocean Fisheries Agreement); from September 1 to November 30, at 5 degrees north latitude To the high seas of the eastern Pacific Ocean between 5 degrees south latitude and 95 degrees west longitude to 110 degrees west longitude.
It is reported that since 2020, my country has implemented independent fishing moratorium measures in some key fishing grounds on the high seas for three consecutive years. The voluntary fishing moratorium involves about 70 pelagic fishery companies and more than 700 pelagic squid fishing vessels and trawlers that mainly catch squid every year, and no violations have occurred.
According to the monitoring and analysis of relevant scientific research institutions, in the Southwest Atlantic Ocean and the East Pacific High Seas where fishing is closed, the average carcass length of squid increased significantly after the fishing suspension, the proportion of small individuals decreased significantly, and the fishing output of a single vessel also increased to a certain extent compared with before the fishing suspension. The voluntary fishing moratorium on the high seas has effectively conserved squid populations in the feeding growth stage, and achieved good ecological, economic and social benefits.
