Shiyan Hubei: First Aid Artifact is distributed to village clinics

A few days ago, the Shiyan Municipal Government of Hubei Province issued the "Implementation Plan for Configuring Automatic External Defibrillators in Urban and Rural Public Places in Shiyan City": 3,200-6,400 units will be deployed, mainly in more than 300 urban and rural public places, 1,856 village clinics, and public offices. There are 215 middle schools, more than 1,000 property communities, as well as scenic spots and elderly care institutions.

Automated External Defibrillator, referred to as AED, is a portable first-aid device and has the title of "first-aid artifact". In case of cardiac arrest, CPR and AED defibrillation can be implemented within 4 minutes, greatly improving the survival rate of patients. In recent years, some cities across the country have begun to install AEDs. The Shiyan City Emergency Center found that cardiovascular and cerebrovascular diseases are the leading cause of death in rural areas. Due to the distance from the hospital, it is difficult to give first aid in time. Therefore, Shiyan AEDs are mainly deployed in rural areas.

The "Plan" establishes the basic principles of "government guidance, social co-construction, scientific layout, coverage of key points, departmental linkage, and territorial management". Clearly configure AEDs to reach 100-200 units/100,000 people, 40% will be completed in 2023, and fully completed in 2025. To this end, the governments of counties and cities have issued implementation plans one after another, clarifying the goals, tasks and measures. The Shiyan City Health Commission formulated the "Shiyan City Urban and Rural Public Places Automatic External Defibrillator Configuration Management Measures", relying on the Shiyan City Emergency Center and the 120 command centers in counties and urban areas to establish a city-wide AED configuration application information management and social query platform to facilitate the public query and use. 151 first-aid centers (stations) in the city carried out AED first-aid training to improve the self-rescue and mutual-rescue capabilities of the whole people.
