Formulate the 14th Five-Year Plan to resolve excess capacity, requiring that from 2021 to 2023, all restricted production capacity in the steel, ferroalloy, calcium carbide, coke, and graphite electrode industries will be withdrawn in an orderly manner. At present, the region has completed the replacement of steelmaking capacity and shut down and exited 4.38 million tons, shut down and exited 3.58 million tons of restricted ferroalloy production capacity, 3.4 million tons of calcium carbide, and 5.62 million tons of coke, freeing up 8.7 million tons of standard coal for energy use.
