The Ministry of Commerce issued Announcement No. 17 of 2023 on the 9th, deciding that starting from May 10, 2023, anti-dumping duties will continue to be imposed on imports of neoprene originating in Japan, the United States and the European Union, and the implementation period will be 5 years.
According to Article 50 of the Anti-dumping Regulations of the People's Republic of China, the Ministry of Commerce proposed to the Customs Tariff Commission of the State Council to continue to implement anti-dumping measures based on the investigation results. The Customs Tariff Commission of the State Council made the above decision based on the recommendation of the Ministry of Commerce.
The scope of products subject to anti-dumping duties is the products to which the original anti-dumping measures apply, which is consistent with the scope of products in the 2005 Ministry of Commerce Announcement No. 23. From May 10, 2023, import operators shall pay corresponding anti-dumping duties to the Customs of the People's Republic of China when importing neoprene originating in Japan, the United States and the European Union.
Neoprene is mainly used as wire and cable sheaths, hoses, oil-resistant rubber products, etc., as well as building waterproof materials, sealing materials, adhesives, marine development, medical and health, energy development, etc.
