Municipal Development and Reform Commission:
"Suggestions on Integrating into the Green and Low-Carbon Era and Accelerating the Realization of the "Double Carbon" Goal of the Iron and Steel Industry" has been received, combined with the work responsibilities of our bureau, the following opinions are hereby put forward:
1. Current work progress
(1) Actively formulate relevant policies. Cooperate with the Municipal Development and Reform Commission to formulate "Several Measures for Building a Trillion-level High-quality Steel Industry in Tangshan City", which clearly "supports steel companies to develop the hydrogen energy industry, encourages the promotion of the integration of factories and stations (integration of hydrogen production plants and hydrogen refueling stations) in the factory area" Gas parent station, steel companies that replace hydrogen fuel cell heavy trucks will be given priority to enjoy hydrogen fuel cell vehicle subsidies. Support steel companies to participate in the construction of distributed or centralized photovoltaic power generation projects in our city, and give priority to allocating the city's photovoltaic developable resources to steel companies , Earn "green certificates" through photovoltaic power generation to offset the carbon emissions of enterprises. Introduce and promote carbon reduction processes. Support iron and steel enterprises to explore the use of carbon reduction processes such as smelting reduction ironmaking and gas-based shaft furnace direct reduction ironmaking, and encourage enterprises Explore the practice of "replacing coal with hydrogen."
(2) Strictly eliminate outdated equipment. Strictly implement the provincial and municipal work arrangements on eliminating backward production capacity. In 2021, the "Tangshan City 2021 Work Plan for Using Comprehensive Standards to Promote the Exit of Backward Production Capacity in accordance with Laws and Regulations" and "Notice on Re-examination and Clean-up of Outdated Production Capacity in Key Industries" were formulated and issued in 2021 " and other documents, and organized the county (city, district) governments to conduct a comprehensive investigation of the backward production process equipment and backward products in the iron and steel industry within the city. After investigation, our city has no backward production capacity and equipment.
(3) Strictly prevent the resurgence of "floor steel". Strictly implement the national, provincial and municipal work arrangements on strictly preventing the resurgence of "ground strip steel". "Emergency Notice on the Resurgence of "Steel"" and "Notice on Further Strengthening the Work of Strictly Preventing the Resurgence of "Steel Steel"", organized the governments of counties (cities, districts) to carry out two rounds of comprehensive investigations, and comprehensively updated medium (industrial) frequency furnace enterprises, independent Hot-rolled steel enterprises have "two accounts", strengthen dynamic management, and establish a sound industry dynamic supervision mechanism. In 2021, there will be no resurgence of "ground strip steel" in our city.
2. Next step work plan
(1) Cooperate with the development and reform department to formulate an action plan for carbon peaking in the iron and steel industry. Make overall plans to promote coordinated pollution reduction and carbon reduction, actively promote the coupled development of steel and building materials, electric power, and chemical industries, and improve the comprehensive utilization efficiency of solid waste resources such as steel slag. Encourage qualified blast furnace-converter long-process enterprises to transform and develop electric furnace short-process steelmaking on the spot.
(2) Strictly implement the capacity replacement policy. Resolutely curb the blind construction of iron and steel smelting projects, strictly implement the production capacity replacement regulations, and prohibit new steel production capacity in the name of machining, casting, ferroalloy, etc. Strictly implement laws and regulations on environmental protection, energy consumption, quality, safety, technology, etc., use comprehensive standards to promote the elimination of backward production capacity in accordance with laws and regulations, and strictly prevent the resurgence of "ground strip steel" and the resumption of production of excess capacity that has been resolved.
(3) Promote advanced and applicable technologies. Focus on the promotion of key common technologies such as low-carbon metallurgy, clean steel smelting, thin strip casting and rolling, high-efficiency rolling, process control based on big data, energy conservation and environmental protection, and encourage enterprises to increase general and special equipment such as advanced electric furnaces, special smelting, and high-end testing. Component innovation resources input. Promote the application of technologies such as 5G, industrial Internet, artificial intelligence, commercial cryptography, and digital twins in the steel industry.
