Revision of Regulations on Road Transport of Dangerous Goods in Zhejiang

Recently, the 4th plenary meeting of the 37th meeting of the Standing Committee of the 13th National People’s Congress of Zhejiang Province voted and passed the “Decision on Revising the Regulations on Road Transport in Zhejiang Province (Draft)”. The new “Regulations” will come into effect on October 1, 2022.

The “Regulations” not only fixed the measures of implementing the dynamic supervision of dangerous goods transportation by classification in the form of regulations, but also extended the experience of dynamic supervision by classification to shuttle bus passenger transport and chartered passenger transport.

The “Regulations” clarifies that road operators of dangerous goods transport shall upload electronic waybills for dangerous goods transport, employees, transport vehicles and other information to the road transport supervision platform in accordance with regulations.

The “Regulations” stipulates that chartered passenger vehicles, passenger transport vehicles of Class 3 or above, and dangerous goods transport vehicles shall be equipped with satellite positioning terminal equipment and intelligent video monitoring and alarm devices with driving recording functions, and rural passenger vehicles, passenger taxis, refrigerated vehicles, etc. Fresh-keeping cargo transport vehicles, semi-trailer tractors, and heavy-duty trucks shall be equipped with satellite positioning terminal equipment with driving recording functions.

Shandong Dongying Hazardous Vehicle Restriction

From August 1st, vehicles transporting hazardous chemicals will be restricted in some areas and road sections of the Dongying Port Economic Development Zone.

Restricted area:

East of Gangdong 1st Road (inclusive), west of Haibin Road (inclusive), north of Gangcheng Road (inclusive), south of Haigang Road (inclusive); west of Gangdong 1st Road (inclusive), Donggang Road (inclusive) Inclusive) east, Gangcheng Road (excluded) north, Haigang Road (excluded) south.

In the above areas,Vehicles transporting hazardous chemicals are prohibited from passing 24 hours a day.

Vehicles with dangerous goods are prohibited on the Hebei section of Beijing-Tibet Expressway

From August 6th, the Beijing-Tibet Expressway 97KM+570M to the Beijing-Tibet Expressway 69KM will prohibit the passage of dangerous goods transport vehicles. Vehicles transporting dangerous goods may bypass the Beijing-Xinjiang Expressway or National Highway 110 if they need to pass through the above sections.

Ningbo Dangerous Goods Vehicle Restriction Adjustment

From August 20th, Ningbo, Zhejiang has adjusted the restrictions on roads in urban areas for vehicles transporting dangerous goods, as follows:

1. From 00:00 to 24:00, it is forbidden for dangerous goods transport vehicles to pass in the closed area surrounded by G1504 Ningbo Ring Expressway (except Ningbo Ring Expressway)

2. From 00:00 to 24:00, dangerous goods transport vehicles are prohibited on S5 Hangyong Expressway (Gaoqiao Hub-Ningbo East Hub Section) and S1 Yongtaiwen Expressway (Jiangshan North Hub-Ningbo East Hub- Wuxiang hub section) pass through.
