Jiang Xinmin pointed out that structural adjustment involves layout optimization, mergers and acquisitions, park development, industrial integration, elimination of backwardness, etc., and needs to be taken seriously in combination with industry characteristics. Structural adjustment The core task is to develop high-end petrochemical products, lead the development with differentiated and high-value product technologies, realize the diversification of raw materials, and accelerate the process of internationalization.
He said that by 2015, China’s petrochemical industry will form a number of 20 million Ton-level oil refining market base, the average scale of national refineries exceeds 600 tons per year, and the average scale of ethanol plants reaches more than 600,000 tons per year. Traditional industries such as nitrogen fertilizer, pesticides, chlor-alkali, soda ash, and calcium carbide have been eliminated and backward, and mergers and reorganizations have reduced enterprises. Increase the industrial concentration and further optimize the enterprise structure. The industrial structure should be more reasonable, the environmental protection quality of oil products should be further improved, the proportion of diesel and gasoline should be reasonable, which can basically meet the domestic demand for oil products, and the proportion of special materials for ethylene downstream products should increase. The varieties are further enriched.
Jiang Xinmin said that during the “Twelfth Five-Year Plan” period, the important development areas of the petrochemical industry are the Yangtze River Delta, the Pearl River Delta and the Bohai Rim region. The situation of “transporting oil from the north to the south” has been improved. During the planning period, it is planned to build a number of ethylene production bases with a capacity of 2 million tons. The coal chemical industry will concentrate on raw material production areas, and the momentum of “full flowering” of coal chemical industry will be curbed; the proportion of chemical fertilizers in raw material production areas will increase to 60%, special chemical fertilizers and other deep processing and fine chemicals are concentrated in consumption areas, and the construction of petrochemical parks and petrochemical industry clusters is more complete.
