China Polyurethane Industry Association (CPUIA) was registered and established by the Ministry of Civil Affairs on December 31, 1994. It is composed of industrial enterprises, research institutes and colleges engaged in the polyurethane industry across the country It is a cross-regional, cross-department, and cross-industry national industry organization. Its business is guided by the State-owned Assets Supervision and Administration Commission and the China Petroleum and Chemical Industry Federation. At present, there are more than 300 group member units, and this session is the sixth council.
Q1: Can you briefly introduce the current operation of the association? What important work has been implemented in the industry this year?
L: After the re-election in 2014, our chairman unit is still Liming Chemical Research and Design Institute Co., Ltd. The secretariat is located in Chaoyang District, Beijing. The work of the association includes: providing services to member units through various channels, helping enterprises to apply for scientific research projects, communicating with local governments, and speeding up the approval of enterprise projects; at the same time, strengthening ties with government functional departments; in the past, our contacts were mainly civil affairs Ministry and State-owned Assets Supervision and Administration Commission, now we need to expand our links with other departments, such as the Ministry of Industry and Information Technology, Development and Reform Commission, Ministry of Environmental Protection and General Administration of Customs.
Half of 2016 has passed, and we have carried out a number of tasks, mainly including the following four items: 1. Help enterprises apply for the “China Patent Award”. Since polyurethane is a very small field, there are not many awards that can be applied for, but the association is still working hard in this area; second, it is to help companies evaluate their corporate credit ratings. Last year, our association helped 4 enterprises obtain 3A credit ratings, which is the highest rating for credit ratings. This year, we will help more companies to conduct credit rating evaluation. Enterprise credit evaluation is a link in the entire social credit system. For example, enterprises in Jiangsu Province have relevant credit evaluation systems in some banks, but this is only about the credit evaluation of business operations, and the credit of enterprises includes not only business operations, but also evaluations on scientific research, environmental protection, etc.; Third, it is to help the projects of two units obtain the “2016 Ministry of Science and Technology Key Special Project”. In July this year, these two units have received project subsidies from the state; fourth, as in previous years, we also held annual meetings and related meetings , to promote the healthy development of the polyurethane industry.
Q2: In the first year of the “Thirteenth Five-Year Plan”, can you introduce the future work plan and focus of the Polyurethane Work Association?
L: In addition to the work mentioned above, the future work of the Polyurethane Association will mainly focus on the following three aspects. First of all, we need to strengthen the publicity of polyurethane products, change the distorted impression of polyurethane in the general public’s impression in the past, and popularize the relevant knowledge of polyurethane products among ordinary people, such as printing and distributing some brochures for member units or shooting some promotional videos; secondly, Guide enterprises to produce high-end products and upgrade product quality, and strive to increase the market share of high-end products; third, pay attention to the construction of a credit system in the polyurethane industry. In 2015, the association launched the credit evaluation work for enterprises in the polyurethane industry in China. There are 4 enterprises Obtained the 3A certificate, in the future, we will also carry out work such as database construction, reward and punishment measures, and recommended use of enterprises in the polyurethane industry, actively provide enterprise credit information for the society, guide enterprises to operate in good faith, and strengthen industry self-discipline; in addition, we will gradually integrate the association The theme of the meeting expanded to product quality, market, publicity and investment, changing the previous purely technology-themed meetings.
Q3: In view of the severe overcapacity situation in the polyurethane industry and the entire chemical industry, how will the association introduce countermeasures that are conducive to the improvement of enterprises in the future?
L: At present, polyurethane raw materials and products are in surplus. Although it is difficult to reduce production capacity, the association will still work hard. The ideal state is to eliminate a number of outdated devices and low-capacity enterprises through mergers and acquisitions and restructuring, and form large-scale highly integrated enterprises. In addition, it is also an optional method to increase the environmental protection costs of enterprises and promote technological upgrading of enterprises, so as to eliminate some backward enterprises. For example, some enterprises that continue to use chlorohydrin method to produce rose and was forced to close. At the same time, we will also encourage enterprises to vigorously develop their own original technologies, improve their product quality, and strive to stand out in this production capacity competition.
Q4: The state strongly encourages and advocates enterprises to enhance their scientific and technological innovation spirit and ability.��Enterprises, what good measures and suggestions does the Polyurethane Association have?
L: In terms of innovation, enterprises need to accumulate technology and cultivate talents. For small and medium-sized enterprises, it is necessary not only to carry out technological innovation, but also to carry out innovation in management and quality control, as well as innovation in product application. For example, in the field of polyether, if small and medium-sized enterprises can pay more attention to innovation in quality control and management, the competitiveness of enterprises will be greatly improved.
For example, in the application of polyurethane products, small and medium-sized enterprises should encourage communication between sales personnel and technical personnel, and strive for innovation in the field of polyurethane application. In the high-speed rail project, the material used at the beginning was not polyurethane. The gasket between the rails and the roadbed was originally made of rubber. Later, polyurethane materials were tried TPU , the effect is very good, this is a good case; in addition, many companies, such as Covestro, have also launched polyurethane composite wires Compared with electric poles made of cement, electric poles made of polyurethane composite materials have the advantages of light weight, high strength, and strong toughness, and are suitable for erection in harsh environments. This is also an innovation.
Therefore, from the perspective of industry associations, we encourage innovation. Innovation should not be limited. Innovation must be carried out in various aspects of enterprise development. Leaders of small and medium-sized enterprises need to carry out “thinking innovation” and jointly promote The whole industry develops.
Q5: At present, several online trading platforms have been born in the polyurethane industry. What do you think? Will the association support promotion or participate in cooperation in the future?
L: I think that for terminal products, such as daily necessities for the general public, because the product standards are transparent, everyone can easily accept them, and e-commerce is easier to develop. Similarly, for small molecule chemical products, such as methanol, benzene, etc., the standard is relatively simple, and it is relatively easy to do e-commerce, but for most polyurethane raw materials, the situation is more complicated, and different batches of products There will also be different problems when using it, so I hope that the platform can establish a standard system for online product evaluation and strictly control the quality of online products; in addition, consider the issue of service, the users of online products will be much higher than traditional ones. For the customers that sales are facing, when problems arise, how to do a good job in product service is also an important factor affecting online transactions. Several e-commerce companies in the polyurethane industry must develop their own characteristics, innovate in thinking, broaden their thinking, and find a model that suits them, so as to develop.
Although the country hopes that every industry will build its own vertical e-commerce platform, some industries can easily establish a vertical e-commerce platform, such as fertilizer products, steel products, and coal products, but some industries have vertical e-commerce platforms. The construction of e-commerce platforms is still relatively difficult, such as our chemical products; however, if there are excellent e-commerce platforms, we will ask relevant departments to pay attention to the construction of these vertical e-commerce platforms, and carry out supervision on these platforms within the scope of policies.
