"Measures" is divided into 5 chapters, including 30 detailed rules. The "Measures" stipulate that the construction of chemical parks should not only have the basis of perfect procedures, clear institutions, and site selection compliance, but also follow the requirements of "categorical control, hierarchical management, and step-by-step implementation" in combination with the characteristics of the industrial chain and types of safety risks. In terms of waste treatment, the "Measures" require chemical industrial parks to coordinate and build hazardous waste utilization and disposal capabilities based on the generation of hazardous waste and the utilization and disposal capabilities of hazardous waste in the area, especially for key sites or key facilities and equipment in the park that involve toxic and harmful substances. Seepage design and construction to eliminate hidden dangers of soil and groundwater pollution. In addition, the "Measures" also emphasize that chemical parks should establish a complete control system for volatile organic compounds, and should be equipped with specialized chemical production wastewater centralized treatment facilities and dedicated or open pipe transportation facilities in accordance with the requirements of classified collection and quality-based treatment. The supporting pipe network enables the wastewater in the park to be fully collected, centrally treated and discharged up to standard.
For chemical parks that have not passed the certification, the "Measures" proposes two disposal methods: one is to rectify within a time limit according to laws and regulations, and during the rectification period, chemical parks are not allowed to build, renovate or expand chemical projects. Chemical parks that still fail to meet the requirements after the rectification period expires will be closed. The second is to directly close the park in accordance with laws and regulations, incorporate the park into a key supervision area, implement various measures for safety risk management and control, properly dispose of existing chemical companies in the park, and eliminate potential safety and environmental risks.
