According to the principle of "reasonable grading, easy management, key points, and moderate strictness", the "Guidelines" comprehensively considers inherent risk factors such as chemical processes, key regulated hazardous chemicals, major hazard sources, types and quantities of hazardous chemicals, etc. Chemical industrial enterprises are divided into four grades of A, B, C and D according to the risk from high to low.
There are 18 dangerous chemical processes under key supervision, including phosgene and phosgenation process, electrolysis process (chlor-alkali), chlorination process, nitrification process, ammonia synthesis process, cracking (cracking) process, or refer to the "Major Hazardous Sources of Hazardous Chemicals If hazardous chemicals are used in "Identification" and the quantity of substances in the hazardous unit constitutes a major hazard source level 1, 2, 3, or 4, it is rated as A level; compared with the "Identification of Major Hazard Sources of Hazardous Chemicals", the use of hazardous chemicals does not constitute a major hazard source but the calculated value of the substance quantity in the hazardous unit is greater than or equal to 0.05, it is rated as B level; if the calculated value of the substance quantity in the hazardous chemical unit is greater than or equal to 0.01 but less than 0.05 in accordance with the "Identification of Major Hazardous Sources of Hazardous Chemicals", it is rated as B It is grade C. Industrial enterprises using hazardous chemicals other than grades A, B, and C are grade D.
The "Guide" clearly involves the relevant regulations on the storage of hazardous chemicals. Hazardous chemicals temporarily stored in the place of use shall be designated for special storage and stored in a standardized manner, and the storage volume shall not exceed the 24-hour usage volume. A and B-level enterprises should set up dangerous chemical warehouses or intermediate storage warehouses or storage tanks, C-level enterprises should at least set up intermediate storage warehouses or storage tanks or special storage cabinets, etc., and D-level enterprises should at least set up special storage cabinets.
The "Guidelines" emphasize that relevant industrial enterprises should follow the "Special Control Points for the Safety of Hazardous Chemicals in Metallurgical and Other Industrial Enterprises in Jiangsu Province (Trial Implementation)", "Regulations on Safety Production Risk Reporting of Industrial Enterprises in Jiangsu Province", "Basic Requirements for Personal Protective Equipment" and other laws and regulations. Regulations and standards are in place to manage the use of hazardous chemicals. Enterprises should establish a registration system for the purchase, storage, use, and disposal of hazardous chemicals and strictly implement them, and establish a ledger. The emergency plan management system formulates emergency plans or disposal plans for safety accidents in the use of hazardous chemicals, conducts regular emergency training and drills, and revises and improves them in a timely manner.
