Huizhou’s 2023 key project plan released! Contains PO, adipic acid, nylon 66, PTA, etc.

Recently, the Huizhou Municipal People's Government issued the "Notice on the Plan for Key Construction Projects in 2023". Including "Huizhou 2023 key construction project plan" and "Huizhou 2023 key construction preliminary project plan". According to the notice, there are 246 key construction projects planned in 2023, with a total investment of 724.56 billion yuan.

The notice involves a total of 11 key construction chemical projects, namely, production projects (3 projects), continued construction projects (2 projects) and newly started projects (6 projects). The projects put into production include Daya Bay Zhongxin Chemical 450,000 tons/year phenol acetone project, Daya Bay Hongqiang ethylene oxide derivatives and polycarboxylate superplasticizer Xumu and Daya Bay Yuxin Butanone and 1.4-Butanediol Project. The continued construction projects include ExxonMobil Huizhou Ethylene Project and Huizhou Renxin New Materials Phase III Project. The newly started projects are Daya Bay Zhongxin 240,000 tons/year bisphenol A project, Exxon Mobil R&D Center, CNOOC Shell Huizhou Phase III Ethylene Project, CNOOC Shell Huizhou Phase III Ethylene Project Reclamation Project, Huizhou Port Ganwan Port Area The production capacity of the liquefied hydrocarbon storage project and the second-phase 1 million tons/year ethylene project of China Shipping and Shell was adjusted to a 1.2 million tons/year renovation project.

Among them, the CNOOC Shell Huizhou Phase III Ethylene Project was constructed by CNOOC Shell Petrochemical Co., Ltd. with an estimated total investment of 52.1 billion yuan, mainly building 1.6 million tons/year of ethylene and 645,000 tons/year of ethylene oxide/ethylene glycol, 87.5/ 400,000 tons/year SM/PO, 450,000 tons/year POD, 400,000 tons/year α-olefin, 50,000 tons/year polyα-olefin, 600,000 tons/year metallocene polyethylene, 450,000 tons/year 18 sets of chemical equipment including polypropylene copolymer. It is estimated that all the construction will be completed in 2028. In 2023, it is planned to carry out preliminary work such as overall design and foundation design, and carry out partial pile foundation construction. The planned investment was 500 million yuan that year.

In 2023, Huizhou City will arrange a total of 146 key preparatory projects for preliminary work, with an estimated total investment of 362.9 billion yuan. A number of petrochemical projects such as China Chemical Huizhou New Material Industrial Base Construction Project, Hengli Huizhou New Material Industrial Park PTA Downstream Project, and Huizhou Borealis Polyolefin New Material Project were selected.

Among them, China Chemical Huizhou New Material Industry Base Construction Project is constructed by China Tianchen Engineering Co., Ltd., with an estimated total investment of 30 billion yuan. The first-phase investment includes 400,000 tons/year of adiponitrile, 400,000 tons/year of Tons/year of adipic acid, 800,000 tons/year of PA66 series projects; construction of 700,000 tons/year of PDH projects, relying on propylene and hydrogen produced by PDH devices, focusing on the construction of propylene-acrylonitrile-ABS industrial chain, propylene-propylene oxide -Polyether polyol industry chain and propylene-BDO industry chain.

The PTA downstream project of Hengli Huizhou New Material Industrial Park is constructed by Hengli Group Co., Ltd., with an estimated total investment of 27 billion yuan, 2.4 million tons/year of new polyester bottle flake PET, 1.2 million tons/year of functional civil yarn, 400,000 tons /year polyester film BOPET, 400,000 tons/year PBT engineering plastics. In 2023, it is planned to complete preliminary work such as project feasibility study report and environmental impact assessment report.
