In order to thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions on improving the variety approval system and implement the deployment of market purification actions to revitalize the seed industry, the Ministry of Agriculture and Rural Affairs will launch two-channel experimental special rectification in 2022. Since the beginning of this year, the National Product Inspection Office has discovered and verified that 28 consortiums have problems such as test fraud or irregular testing through unannounced inspections, material reviews, and clue verification. Among them, 7 consortiums have been found to have committed false tests, and their test approval procedures have been terminated. All test data of varieties under test have been scrapped. The 8 member units that have committed fraud are not allowed to apply for variety approval within three years, and are not allowed to participate in consortium trials anymore. , other member units bear joint and several liability and are not allowed to participate in other consortium tests within three years; 4 consortiums have serious defects in test conditions and fail to implement the test plan according to the test plan. Their consortium test procedures are terminated, and all test data of the varieties under test are scrapped and cancelled. Test qualifications; 17 consortiums had problems such as irregular test operations and inadequate management, and were ordered to make rectifications within a time limit.
At present, the National Product Inspection Office is continuing to organize two-channel test flight inspections of rice, corn, soybeans, and cotton, focusing on verifying the qualifications of test subjects, implementation of test plans, field test quality, test file management, etc. In the next step, the National Product Inspection Office will also conduct a "look back" on the test subjects that were ordered to make rectifications in the early stage, and other problems discovered during the inspection will be dealt with strictly in accordance with laws and regulations. At the same time, we will accelerate the research and formulation of the "Measures for the Management of Major Crop Variety Testing" to solve problems such as irregular variety testing from the institutional level, comprehensively improve the management level of major crop varieties, and provide high-quality variety support to ensure national food security.
