The meeting pointed out that the third "Belt and Road" International Cooperation Summit Forum will be held in Beijing. It is necessary to accurately study and judge and effectively prevent outstanding safety risks. We will consolidate the guarantee responsibilities of the parties and governments at all levels, dynamically investigate hidden dangers in key areas and links such as venues and stations, and do a good job with "foolproof" standards. Strengthen supervision, inspection and guidance and assistance in areas with weak safety foundations, urge local governments to strictly control the safety of high-risk projects, conduct comprehensive physical examinations on key coal mines, chemical parks, etc., and take multiple measures to strengthen the safety foundation. In conjunction with the 2023 action on special investigation and rectification of major accident hazards, we will carry out targeted special law enforcement inspections on anti-condensation and anti-freezing of hazardous chemicals, fire and electricity for firefighting, and peak seasons for fireworks and firecrackers operations, and coordinate with relevant departments to strengthen transportation, gas, fishery vessels, military industry, etc. Domain safety supervision. We will solidly carry out centralized training for the main leaders of enterprises in high-risk industries such as gas, and comprehensively address the "three violations" of employees. Strengthen safety management and control of high-risk links such as trial production, inspection and maintenance, start-up and parking, strictly limit the number of personnel in high-risk areas, and strictly prevent mass deaths and injuries. It is necessary to draw inferences from one example to improve disaster prevention and reduction capabilities. Strengthen the review of typical disasters, learn lessons deeply, come up with practical and effective improvement measures, and make up for shortcomings and weaknesses. We will further establish and improve the early warning "call and response" mechanism, make good use of technical means such as remote video and mobile phone base station signals to strengthen follow-up inspections, and supervise the implementation of responsible measures throughout the entire process and every link. We will conduct in-depth analysis and dynamically grasp seasonal risk characteristics, urge key areas to take strict precautions against forest and grassland fires, cold wave strong winds, freezing floods and snow disasters, and mountain torrents and geological disasters, and further improve earthquake prevention and disaster reduction.
