The dual role of supply and technology supply effectively utilizes the rights and information linking functions of patents to promote the efficient allocation and organic aggregation of technology, capital, talent and other resource elements. Efforts should be made from two aspects: improving patent quality and strengthening policy incentives, focusing on opening up key blocking points in the transformation and application of patents, optimizing market services, cultivating a good ecology, stimulating the innovation vitality and transformation motivation of various entities, and effectively transforming the advantages of the patent system into innovation The powerful momentum of development helps achieve high-level technological self-reliance and self-reliance.
The "Plan" proposes to promote the industrialization of a number of high-value patents by 2025. The patent industrialization rate of universities and scientific research institutions has increased significantly, and the transaction volume of technology contracts involving patents across the country has reached 800 billion yuan. A number of companies focusing on hard technologies and mastering patents have grown and expanded. Intellectual property competitive advantages in key industrial fields have accelerated. The output value of registered and certified patent-intensive products has exceeded one trillion yuan.
The "Plan" makes specific arrangements for special actions on patent transformation and application from three aspects. Sort out and revitalize the existing patents of universities and scientific research institutions, use patent industrialization to promote the growth of small and medium-sized enterprises, promote the strengthening of intellectual property chains in key industries and increase efficiency, and cultivate and promote patent-intensive products.
