Specifically, the first is to vigorously promote the construction of national medical centers and national and provincial regional medical centers. Through expert support, technology translation, homogeneous management and other measures, we will fill local shortcomings in key diseases and key specialties such as oncology and pediatrics. Through these measures, the problem of people seeking medical treatment across provinces and regions is gradually being alleviated.
The second is to improve the medical and health service capabilities at the grassroots level. Simultaneously promote the dynamic adjustment of medical service prices, the reform of medical insurance payment methods, the reform of the salary system of medical personnel, etc., and promote the establishment of new public welfare-oriented operating mechanisms in public hospitals.
The fifth is to strengthen the construction of a multi-level medical security system and gradually improve the level of medical security. From 2020 to 2022, the reimbursement ratio of hospitalization expenses under the employee medical insurance and urban and rural residents' medical insurance within the scope of the policy will increase by about five percentage points each.

She also said that during the reform process, great emphasis was also placed on improving patients’ medical experience. Measures such as one-stop outpatient service, day surgery, inter-clinic settlement, and bedside settlement further optimize the service process and reduce the pain of patients and their families traveling for medical treatment. Establish a patient-centered service model, establish specialized disease centers, implement multidisciplinary diagnosis and treatment (MDT), and provide high-quality nursing services, etc., so that medical staff can focus on patients and make people feel more secure and secure when seeking medical treatment.
