The "Action Plan" is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implements the spirit of the 20th National Congress of the Party, conscientiously implements General Secretary Xi Jinping's important exposition on sports work, adheres to the people-centered development idea, and focuses on outdoor sports. With the theme of quality development, we will expand the supply of service facilities, improve the level of service guarantee, support the extensive participation of social forces, continue to meet the people's new expectations for improving the quality and efficiency of outdoor sports, and build outdoor sports into a competitive industry for national fitness.
The "Action Plan" adheres to problem orientation and reform and innovation, and proposes four key tasks to promote the construction and service improvement of outdoor sports facilities. The first is to promote the green development of the outdoor sports industry, including giving priority to ecological protection, rational use of natural resources, and promoting the rational layout of outdoor sports projects. The second is to strengthen the construction of outdoor sports venue facilities, including promoting the construction of sports parks, building a national trail system, optimizing the layout of ice and snow sports facilities, improving mountain outdoor sports facilities, increasing the supply of water sports facilities, supporting the construction of camping sites, cultivating self-driving sports camps, and strengthening Aviation flight camp construction, etc. The third is to improve the quality of outdoor sports service supply, including enriching the supply of outdoor sports events, improving the application level of outdoor sports technology, improving outdoor sports safety rescue mechanisms, strengthening the standardization of outdoor sports, and popularizing outdoor sports culture and skills. The fourth is to promote the innovative development of the outdoor sports industry, including strengthening the integrated innovation of industrial policies, innovating land supply methods, building a new transportation mechanism for outdoor sports equipment, stimulating the development vitality of private outdoor sports enterprises, and giving full play to the employment and income-increasing function of the outdoor sports industry.
The "Action Plan" proposes that by 2025, the construction of outdoor sports facilities and service quality will be effectively connected with supply and demand, the participating groups will be broader, the events will be more abundant, the team of professional talents will continue to grow, the safety supervision policy system will be more complete, and a number of groups will be formed nationwide. Develop an outdoor sports development highland with a good foundation, complete service guarantees, strong local characteristics, and excellent supporting industries, and promote the total scale of the outdoor sports industry to reach 3 trillion yuan.
In the next step, the National Development and Reform Commission and the General Administration of Sports will work with relevant departments to accelerate implementation and strengthen organizational implementation from four aspects: strengthening organizational leadership, strengthening financial support, strengthening supervision and supervision, and strengthening publicity and promotion, and give full play to the development of the outdoor sports industry. (26) Strengthen financial support. Investment within the central budget supports the construction of sports parks, fitness trails, outdoor sports public service facilities, etc. that meet the requirements. Finance at all levels will make overall use of existing funding channels to support the healthy development of the outdoor sports industry. Local governments can open qualified outdoor sports facilities to the public for free or at low fees. Financial institutions are encouraged to actively support the development of outdoor sports companies under the principles of marketization and legalization, and support qualified outdoor sports companies to go public and raise funds. Encourage all localities to include the outdoor sports industry in the list of key industry development supports.
(27) Strengthen supervision and supervision. Strictly implement the construction and management regulations for outdoor sports services and facilities, and increase the supervision and management of outdoor sports facilities to ensure that various safety production accidents do not occur. For projects supported by funds such as investment within the central budget, development, reform and sports departments at all levels must perform supervisory responsibilities in accordance with the law, promptly and accurately grasp the progress of project construction, strengthen project scheduling, and ensure that the project is completed and put into use on schedule.
(28) Strengthen publicity and promotion. Organize and carry out various outdoor sports promotion activities with rich content, advocate an active, healthy, low-carbon and environmentally friendly outdoor sports lifestyle, give full play to the linkage advantages of official platforms and private new media, and create a good public opinion atmosphere. The National Development and Reform Commission and the General Administration of Sports will timely select typical cases of outdoor sports facility construction and service improvement, summarize and refine experience, and replicate and promote it nationwide.
