At the same time, in the first three quarters of this year, Shanxi's manufacturing and strategic emerging industries grew 2.2 percentage points and 9 percentage points faster than designated industries respectively, and the output value of the top ten key professional towns at the provincial level increased by 16.9% year-on-year.
Yan Zhongli said that in recent years, Shanxi has continued to deepen the pilot comprehensive reform of energy revolution and continuously optimized and adjusted the energy structure. At the same time, we will accelerate the cultivation of industrial chain clusters, develop and expand strategic emerging industries, accelerate the construction of a modern industrial system, and accelerate the construction of an important experimental area for ecological protection and high-quality development in the Yellow River Basin.
In April this year, the Shanxi Provincial Government Office issued the "Implementation Plan for Shanxi's Construction of an Important Experimental Area for Ecological Protection and High-Quality Development in the Yellow River Basin", focusing on promoting construction at three levels: county, river basin area, and province-wide. Taking Liuyuan County as the breakthrough point, we will focus on ecological protection, consolidate the results of poverty alleviation and effectively connect rural revitalization; use the river basin area as the main battlefield, coordinate pollution control and ecological economic construction; use the entire province as a community, focus on ensuring good National energy security and the transformation and development of a resource-based economy.
Starting from the systematic and ecological integrity of the watershed, Shanxi adheres to the integrated planning of upstream and downstream, main branches and tributaries, left and right banks, water and land areas, adheres to the integrated restoration of mountains, rivers, forests, fields, lakes, grass and sand, and adheres to the integrated advancement of mountain, water, gas, and city governance. , scientifically plan a number of major projects. Among them, the "One Pond of Clear Water into the Yellow River" project with a total investment of 104.6 billion yuan is currently progressing smoothly.
In the first three quarters of this year, among the 59 national examination sections in the Yellow River Basin, 81.4% were sections with excellent water quality, a year-on-year increase of 2.1%; the average air quality comprehensive index was 4.07, a year-on-year decrease of 4.0%, and the average PM2.5 concentration was 32 micrograms/cubic meter, a year-on-year decrease of 5.9%, and the ecological environment has been significantly improved.
In addition, Shanxi has carefully built a Yellow River cultural tourism belt.
