At the 2023 National Ammonium Nitrate Industry Work Conference held in Wuhan, Hubei Province on April 11, Gu Zongqin, chairman of the China Nitrogen Fertilizer Industry Association, pointed out that the ammonium nitrate industry operated steadily and made progress last year, and handed over a good transcript. The prices of energy and resource products remain high this year, the downstream demand is insufficient, the downward pressure on the economy and the fluctuation of product prices will have a greater impact on the operation of the industry in the second half of the year.
Gu Zongqin emphasized that the whole industry must have a sober, accurate and comprehensive understanding of the current situation, closely follow the policy orientation, base itself on the reality of the industry, and do a good job in four aspects.
One is to strictly control the scale of the industry. A series of policies issued in recent years have put forward new requirements for the industry. We must actively adapt to the new situation and changes, and solidly promote transformation and development. It is necessary to reasonably control the industrial scale, achieve balanced development of all links in the industrial chain, and actively adjust the product structure of ammonium nitrate.
Gu Zongqin pointed out that since last year, the ammonium nitrate market has been operating well, mainly due to the strict control of the total amount. The new production capacity of ammonium nitrate is strictly limited, and the outdated production capacity is forced to withdraw, resulting in a tight supply of ammonium nitrate market. In the future, in the construction of nitric acid, ammonium nitrate, and nitro fertilizer projects, careful decision-making should be made to avoid a new round of overcapacity, especially in the past two years, new nitric acid projects have accelerated significantly. According to statistics from the Association, the production capacity of nitric acid plants under construction and design has reached 4 million tons per year, and the planned production capacity of nitric acid plants is nearly 1 million tons per year.
Gu Zongqin emphasized that the whole industry should actively expand the effective downstream demand for nitric acid, pay close attention to the application of new technologies such as nitric acid instead of sulfuric acid to extract precious metals in mines, electronic grade nitric acid, and nitric acid instead of sulfuric acid to decompose phosphate rock to produce ammonium phosphate, and produce products that are needed by the market ; In accordance with the requirements of relevant national policies, it is necessary to reasonably build peak-shaving devices such as nitro-composite fertilizers and ammonium nitrate solutions or production capacity diversion facilities that match the production capacity of solid ammonium nitrate.
The second is to do a good job in the intrinsic safety of the industry. The promulgation of the "Notice on Further Strengthening the Safety Management of Ammonium Nitrate", the formulation of the "Safety Technical Specifications for Ammonium Nitrate", multiple rounds of ammonium nitrate safety inspections, and the safety inspection of nitro compound fertilizers to be carried out this year fully illustrate the safety management requirements will be more stringent. All enterprises must make great efforts to increase investment in rectification. First, they must actively respond to policy adjustments. Second, they must strengthen the safety management of the production process. Third, they must do a good job in the safety management of ammonium nitrate storage and transportation. Fourth, they must strengthen safety management responsibilities.
Gu Zongqin pointed out that the entire industry should adapt to more stringent control requirements, refine and establish a "one enterprise, one policy" plan, and carry out self-inspection and rectification in an all-round and whole process; it is necessary to carefully sort out the dangerous parts and dangerous indicators of process equipment , control the key nodes in the process, control the content of impurities such as chloride ions and oil in the dilute nitric acid entering the device and the content of organic matter in the finished product, ensure the reliability of all interlocking action valves, and control the acid neutralization reaction process pH value. The production of nitro fertilizers must strictly implement relevant laws, regulations, and standards, and strictly control the safety of raw materials. For nitro fertilizers with more than 50% ammonium nitrate content, anti-knock performance tests must be carried out every three years according to regulations; Ammonium nitrate warehouse storage conditions, strict standardization of ammonium nitrate solution storage tank safety measures; combined with modern management systems and intelligent management methods, consolidate the management responsibilities of each link, and achieve a higher level of controllable management of the whole process.
The third is to strive to promote technological innovation. Technological innovation is the first driving force leading development, and it is to enhance the core competitiveness of the industry for the future. For the traditional industries of nitric acid and ammonium nitrate, technological innovation is the only choice to achieve high-quality development. First of all, it is necessary to speed up the research and development and promotion of new technologies and new devices, such as nitric acid decomposition of "low-grade phosphate rock" to produce ammonium phosphate, the manufacture of new domestic oxidation furnaces, 450,000 tons/year, 600,000 tons/year large-scale nitric acid four-in-one Units, etc.; secondly, speed up the technological upgrading of existing projects. Research on the problems existing in existing projects, and solve problems such as the mismatch between the nitric acid process and the unit, the low energy efficiency of the oxidation furnace, and the safety upgrade of the ammonium nitrate plant; once again, digital applications must be used to improve the level of industry development and safety management. Use 5G and big data technology to promote the deep integration of industrial Internet, artificial intelligence and industry.
The fourth is to vigorously promote the low-carbon development of the industry. my country is a major producer of nitric acid and adipic acid. The total annual emission of nitrous oxide from the nitric acid and adipic acid industry is nearly 700,000 tons, equivalent to about 200 million tons of carbon dioxide emissions. At present, there are no relevant laws and regulations on the emission of nitrous oxide in China, and the tail gas of nitrous oxide is directly discharged into the atmosphere without treatment. Nitrous oxide emission reduction technology is relatively mature. Catalysts such as BASF and Johnson Matthey have more than 20 years of experience in the use of catalysts around the world. There are also many domestic technical units such as Sichuan Shutai. This year, the Ministry of Industry and Information Technology established the industry standard "Technical Specifications for Nitrous Oxide Emission Reduction in the Nitric Acid Industry". The Ministry of Ecology and Environment and the Ministry of Science and Technology are also actively promoting the reduction of nitrous oxide emission. Nitric acid and adipic acid companies should actively do a good job in emission reduction reserves and make important contributions to carbon reduction in the chemical industry during the "14th Five-Year Plan" period. At the same time, attention should be paid to the coupled development of green hydrogen and nitric acid. Oxygen and nitric acid tail gas produced in the green hydrogen manufacturing process produce nitric acid to achieve low-carbon green development.
Gu Zongqin said that the nitric acid and ammonium nitrate industry is a basic chemical industry.
