The "Implementation Plan" clearly states that by 2027, the energy utilization efficiency of the phosphorus chemical industry will be further improved, and the average energy consumption will be reduced by more than 5% compared with 2020. The harmless treatment and comprehensive utilization rate of newly produced phosphogypsum will reach 100%, and more than one round of technological transformation of safety, environmental protection and energy saving will be realized in the whole industry.
Sichuan is one of the main phosphate rock production areas in my country, and the rich phosphate rock resources are mainly concentrated in Mabian Yi Autonomous County of Leshan City and Leibo County of Liangshan Prefecture. These places are an important part of the ecological barrier in the upper reaches of the Yangtze River. Promoting the green transformation of the phosphorus chemical industry is a realistic need and a key to development.
The "Implementation Plan" pointed out that to carry out the construction of green mines, phosphate rock enterprises must strictly follow the requirements of the mine geological environment protection and land reclamation plan, implement "mining, restoration, and governance" and earnestly implement the mine geological environment protection and land reclamation obligations.
The "Implementation Plan" requires that by 2027, all the energy-saving and green and low-carbon improvement projects of China's phosphorus chemical industry chain undertaken by enterprises in the province will be completed and the expected performance will be achieved. The project is an international cooperation project implemented with the support of the Global Environment Facility, with the United Nations Development Program as the international executing agency and the Ministry of Industry and Information Technology and the Ministry of Natural Resources as the domestic executing agency.
