In combination with the special investigation and rectification of major accident hazards in the industry and trade industry and the notification requirements of 2023, the supervision team has implemented the statutory duties of the main person in charge of the enterprise for safety production, the investigation and rectification of major accident hazards in the enterprise, the safety management of related parties, risk classification management and control, and hidden danger investigation and governance. The prevention mechanism, safety education and training, contingency plans and drills, etc. have been focussed on supervision and inspection.
The supervisory team emphasized that first, we must strictly implement the statutory duties of the person responsible for safety production, work hard with the sense of responsibility of "always rest assured", establish and improve the safety production responsibility system for all employees of the enterprise, and do a good job in safety risk identification Classification, formulate effective safety risk management and control measures, organize the investigation of major accident hazards, and implement rectification in a timely manner. Second, we must deeply learn from the "6·22" accident of Liaoning Yingkou Iron and Steel and the accidents of iron and steel enterprises inside and outside the province in recent years, learn from it as a warning, draw inferences from one instance, strengthen equipment point inspection and post inspection, especially strengthen the safety management of production equipment and facilities in the later period of service In the event of signs of accidents, production will be stopped decisively for maintenance, strictly preventing "sub-healthy" operation and "sufficient" production, and effectively avoiding unsafe production. Third, we must standardize and strengthen the safety management of related parties, strictly control the important contents such as qualification review, education and training, system implementation, safety disclosure, safety inspection, and operation monitoring, so as to consolidate the safety management responsibilities of related parties. Fourth, it is necessary to further strengthen the safety management of operations such as hot fire, limited space, inspection and maintenance, standardize the approval of special operations, carry out comprehensive safety risk identification analysis and confirmation of safety conditions before operation, do a good job of on-site monitoring throughout the process, and implement safety risk prevention and control throughout the operation process measure.
