The National Development and Reform Commission, the Ministry of Finance, and the National Energy Administration jointly issued a notice on the 3rd to further improve the renewable energy green power certificate (green certificate) system, clarify the scope of application of the green certificate, standardize the issuance of green certificates, and improve the green To expand the consumption of green electricity, improve the application of green certificates, and realize the full coverage of green certificates for renewable energy power.
The notice made it clear that the green certificate is the only proof of the environmental attributes of renewable energy electricity in my country, and the only certificate for identifying the production and consumption of renewable energy electricity. As a certificate of renewable energy power consumption, the green certificate is used for the calculation of renewable energy power consumption, the certification of renewable energy power consumption, etc.
In terms of standardizing the issuance of green certificates, the notice proposes that national wind power (including distributed wind power and offshore wind power), solar power (including distributed photovoltaic power generation and solar thermal power generation), conventional hydropower, biomass power generation, and geothermal power generation Green certificates will be issued for all the electricity produced by renewable energy power generation projects that have been registered, such as marine energy power generation, etc., to achieve full coverage of green certificate issuance. For existing conventional hydropower projects, tradable green certificates will not be issued for the time being, and the corresponding green certificates will be transferred directly with the electricity without compensation. For fully market-oriented conventional hydropower projects newly put into operation after January 1, 2023 (inclusive), a tradable green certificate will be issued.
The notice requires that the role of green certificates in building a green and low-carbon environmental value system for renewable energy power, promoting the development and utilization of renewable energy, and guiding the green consumption of the whole society to be further utilized. Promote central enterprises, local state-owned enterprises, government agencies and institutions to play a leading role and steadily increase the proportion of green electricity consumption. Strengthen the green electricity consumption responsibility of high-energy-consuming enterprises, and increase the consumption level of green electricity as required. Support key enterprises, industrial parks, and cities to consume green power at a high rate, and build green power enterprises, green power parks, and green power cities.
