Hold discussions and exchanges with relevant departments and parks, and supervise the progress of the key tasks of dual control of annual energy consumption.
The research team made a comprehensive and in-depth analysis of the situation, existing problems and difficulties of dual control of energy consumption in Shizuishan City, and put forward clear requirements for the next step of dual control of energy consumption in Shizuishan City: First, attach great importance to it. Fully understand the importance and urgency of doing a good job in dual control of energy consumption, compact the responsibilities of counties and districts, industry management responsibilities, and corporate main responsibilities, and strive to turn the energy consumption intensity from positive to negative in the third quarter to ensure the completion of the annual target. The second is to strengthen measures. Coordinate the relationship between economic growth and energy consumption, and on the premise of ensuring economic growth targets, take precise control measures to curb the continuous rise in energy consumption intensity. Accelerate the promotion of energy-saving technical transformation of projects whose energy efficiency does not reach the benchmark level and the technological transformation of enterprises' "three excesses" utilization, eliminate outdated energy-consuming equipment, and tap the potential of energy conservation and consumption reduction. Encourage and guide key enterprises to increase the purchase and consumption of new energy power, accelerate the construction of green power parks and distributed photovoltaic projects, continue to increase the proportion of new energy power, and optimize the energy structure. The third is to stabilize the economy. Solidly carry out the 100-day campaign to expand effective investment, accelerate the construction of key projects, and stabilize the momentum of rapid investment growth. Establish a "one enterprise, one policy" assistance mechanism for industrial enterprises above the designated size to help enterprises that have stopped reducing production to resume production and expand production, narrow the decline, and promote the growth of industrial enterprises above the designated size. Do everything possible to promote consumption, take multiple measures to promote the continuous improvement of the economy, and provide more space for reducing energy intensity.
