Market access is the core link for the private economy to engage in market activities, and breaking down related barriers has attracted widespread attention. Wang Shancheng said bluntly at the press conference held by the National Development and Reform Commission on the same day that in recent years, the state has introduced many policies to relax the access of private enterprises, and has made some progress, but some localities and departments still have unreasonable restrictions on private enterprises. Income restrictions have hindered the healthy development of the private economy.
He mentioned that the recently issued "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy" put forward clear requirements for "continuously breaking down market access barriers", which is to solve various problems encountered by private enterprises in the process of market access. In order to solve this inequality problem, we should implement the requirements of market access well in terms of system and action.
Wang Shancheng said that since China fully implemented the market access negative list system in 2018, the National Development and Reform Commission, together with the Ministry of Commerce and other relevant departments, has steadily promoted the construction of the market access system, standardized and integrated the national list, and comprehensively cleaned up the local list , establish a management model of "one national list", which is clear from the institutional level, and all types of business entities outside the list can enter equally according to law. In order to continue to promote the relaxation of market access restrictions, establish a dynamic adjustment mechanism, and take the revision of the list as the starting point, a total of four versions of the list have been issued and implemented, and the items on the list have been steadily reduced, forming a relatively mature market access system.
Wang Shancheng revealed that in the next step, the National Development and Reform Commission will further improve the design of the market access system and promote it as a major reform task. Start the revision of the fifth edition of the market access negative list as soon as possible, and continue to promote the reduction of items on the list. Comprehensively carry out effectiveness evaluation, and accelerate the formation of systematic access arrangements in key areas. In terms of breaking down market access barriers, we will further increase the investigation, collection, notification, interviews, and rectification of typical cases, effectively solve the access problems of private enterprises, and create a fairer market access environment for the healthy development of the private economy.
