The power ancillary service market is closely related to the construction of a new power system. In order to meet the needs of building a new power system, the National Energy Administration will study and draft the "Notice on Optimizing the Sharing Mechanism of Power Auxiliary Services and Promoting User-side Resources to Participate in System Regulation" to The market-oriented mechanism mobilizes user-side resources such as industrial and commercial interruptible loads, load aggregators, virtual power plants, and new energy storage to participate in the power auxiliary service market.
Power auxiliary services refer to system regulation services such as peak shaving, frequency regulation, and backup that are uniformly organized and purchased by market operators in order to maintain the safe and stable operation of the power system, ensure power quality, and promote new energy consumption. As of the end of June, the installed capacity of power generation in the country was about 2.71 billion kilowatts, of which about 2 billion kilowatts were involved in power auxiliary services. In the first half of 2023, the national power ancillary service fee will total 27.8 billion yuan, accounting for 1.9% of the on-grid electricity fee.
In order to meet the needs of building a new type of power system, the National Energy Administration will study and draft the "Notice on Optimizing the Sharing Mechanism of Power Auxiliary Services and Promoting User-side Resources to Participate in System Regulation" in the next step, mobilizing industrial and commercial interruptible loads, User-side resources such as load aggregators, virtual power plants, and new energy storage participate in the power auxiliary service market. At the same time, the establishment of basic rules for the power auxiliary service market will be initiated to promote the national unified power market system and the green and low-carbon transformation of energy. In addition, the National Energy Administration will carry out in-depth comprehensive supervision of the power field and comprehensive supervision of the construction and operation of power system regulating power sources, further standardize power dispatch transactions, and effectively maintain a fair and just market order.
