In the first half of this year, the country's hydropower generation was obviously dry, and the power supply in Yunnan and Guizhou was tight. The National Energy Administration will work with relevant parties to take multiple measures to ensure the electricity demand of the southwest hydropower province.
In the first half of this year, the overall precipitation across the country was relatively low and unevenly distributed, and the incoming water to hydropower bases in major river basins was significantly drier than normal. The hydropower storage in Yunnan and Guizhou was only 70% of the average level at the beginning of this year. Since July, although the precipitation in the Northeast, Huanghuai, Guizhou and other places has increased significantly, the precipitation in the Southwest is still relatively low, and the average level of incoming water in Sichuan, a major hydropower province, is still relatively dry.
In response to the shortage of power supply in Yunnan, Guizhou, and Sichuan before the flood season, since this year, the National Energy Administration, together with relevant parties, has actively adopted measures to increase coal production and supply, increase and stabilize power generation, appropriately reduce west-to-east power transmission, and increase purchases of power from outside the province. and other measures to fully respond to the tense power supply and demand situation in Yunnan, Guizhou, and Sichuan to ensure the safety of the operation of the large power grid and the supply and demand situation to be controllable and under control. Since the Spring Festival, the power supply and demand in Guizhou has been relatively stable; since the flood season in mid-June, the power generation capacity of Yunnan unified hydropower stations has increased significantly, and the tension between power supply and demand has gradually eased; the current hydropower storage ratio in Sichuan Province has also risen to a more reasonable level.
In the next step, the National Energy Administration will continue to do a good job in five aspects. The first is to closely track the water flow in the main river basins of the southwest hydropower province. The second is to urge all efforts to improve power supply, and do a good job in water storage and water conservation. Continue to support the relevant provinces to increase the amount of outsourced power purchased by the province, ensure the demand for natural gas for power generation, and try to create space for hydropower to reduce power generation and store water. The third is to urge the steady and full generation of thermal power, store high-calorific value thermal coal, and reduce unplanned outages and blocked output. The fourth is to make a plan for guaranteeing supply in extreme cases, urge localities to carry out actions to save electricity in the whole society, and start load management measures in a timely manner in extreme cases. The fifth is to formulate integrated plans for water, scenery and scenery in the basin, and to improve systems and mechanisms and other measures to ensure sufficient power supply.
