April 22 is the fifty-fourth "Earth Day". The Ministry of Natural Resources said today that my country has fully completed the delineation of the red line for ecological protection, and positive progress has been made in related regulatory work.
The Ministry of Natural Resources stated that the national ecological protection red line shall not be less than 3.15 million square kilometers, of which the terrestrial ecological protection red line shall not be less than 3 million square kilometers, accounting for more than 30% of the land area. The red line controls important ecological spaces. The ecological protection red line is mainly distributed in the Qinghai-Tibet Plateau ecological zone, the key ecological zone of the Yellow River, the key ecological zone of the Yangtze River, the northeast forest belt, the northern sand prevention belt, the southern hilly and mountainous zone, and the coastal zone.
In the process of specific delineation, adhere to the combination of "should be delineated as much as possible" and seek truth from facts, identify areas with extremely important ecological functions and areas with extremely fragile ecology, and include them in the red line of ecological protection. Delineation does not pre-determine the proportion of indicators. In some provinces, the area of ecological protection red lines accounts for more than 50%. Through the delineation of red lines, the bottom line and lifeline of national ecological security are clarified.
As an important institutional innovation of my country's ecological and environmental protection, the ecological protection red line is a major decision-making arrangement for the construction of ecological civilization in the new era and new situation. To this end, our country has successively promulgated a number of laws, regulations and policy documents, making requirements for "delineating and strictly adhering to the red line of ecological protection". In the next step, the Ministry of Natural Resources will conduct regular evaluations of the effectiveness of ecological protection red line protection, implement a monitoring information system based on the "one map" of land and space planning, improve dynamic monitoring and early warning capabilities, promote departmental linkage and coordination, and strengthen ecological protection red line supervision.
