On May 25, the 5th China International Chemical Process Safety Symposium was held in Yantai, Shandong. The participating experts shared and exchanged new technologies, new practices and new solutions for chemical process safety management at home and abroad. The meeting pointed out that the current safety production situation of hazardous chemicals in my country is in a critical period of climbing and overcoming obstacles. It is necessary to strengthen the construction of the chemical process safety management system for all employees, the whole process, and around the clock, so as to contribute to the high-quality development of the industry in chemical safety.
Sun Guangyu, member of the Party Committee and Vice Minister of the Emergency Management Department, pointed out in his speech that my country is in the stage of rapid development of chemical process safety management, and has formed a process safety management system with Chinese characteristics in practice. However, the current stable and positive foundation for the safe production of hazardous chemicals is not yet solid. It is still in the stage of urging enterprises to strictly implement the main responsibility through strict government supervision. It takes hard work to implement the chemical process safety management system for all employees, the whole process, and around the clock. Sun Guangyu requested that the entire industry should firmly establish the concept of safety development and coordinate safety and development. By keeping a close eye on major risks, continuously improving the level of intrinsic safety, accelerating the improvement of the professional skills of employees, and stepping up efforts to promote digital and intelligent management and control empowerment, Continuously strengthen the basic guarantee support, weave a dense and tight major risk prevention and control network, and escort the high-quality development of the chemical industry.
Fu Xiangsheng, vice president of the China Petroleum and Chemical Industry Federation, emphasized that the safety risks of petrochemical production are controllable, and most accidents are caused by unsafe human behavior. Standardized operations can avoid many accidents. Enterprises should formulate corresponding strategies based on material characteristics, production process, and reaction types, and at the same time strengthen professional management and make emergency plans to avoid secondary injuries and more and more serious accidents. In addition, the progress of safety technology also provides scientific guarantee for the prevention and control of industrial safety accidents. The petrochemical industry must take a multi-pronged approach to improve safety management and provide a solid guarantee for high-quality development.
Yang Zhe, director of the Chemical Registration Center of the Ministry of Emergency Management, said that digitization is an effective way to improve the intrinsic safety level of the industry, and the industry should comprehensively utilize new-generation information technologies such as the industrial Internet, big data, and artificial intelligence to improve the production of hazardous chemicals across the country Risk perception, detection and early warning, and smart supervision capabilities in the links of storage, transportation, operation, use, and disposal, and build a hierarchical hazardous chemical safety management and control system that runs through the emergency management department, local governments, chemical parks, and enterprises, and promotes the safety of hazardous chemicals Production "Internet +" mode change.
